STATE HIGHWAY DEPARTMENT, Design guidelines adopted MOTION, passed Mr. Wieland moved and Mr. Eckert seconded to adopt design guidelines for major collectors and township routes as submitted by the County Engineer, and forward them to the North Dakota Department of Transportation. On roll call vote, motion carried unanimously. DEED TO CITY OF KINDRED, Chairman and Auditor authorized to sign MOTION, passed Mr. Wieland moved and Mr. Eckert seconded to authorize the Chairman and the County Auditor to sign County Deed to City of Kindred. On roll call vote, motion carried unanimously. PERSONNEL POLICY MANUAL AMENDED, Family Medical Leave Act, Section 6.02; Wage and Salary Administration, Section 7.00 MOTION, passed Mr. Wieland moved and Mr. Eckert seconded to amend Personnel Policy Manual by adding Section 6.02, Family Medical Leave Act, as recommended by the Personnel Overview Committee meeting on December 20, 1993. On roll call vote, motion carried unanimously. MOTION, passed Mr. Wieland moved and Mr. Eckert seconded to amend Personnel Policy Manual Section 7.00, Wage and Salary Administration (page 4 of 4), as recommended by the Personnel Overview Committee meeting on December 20, 1993. On roll call vote, motion carried unanimously. CONTRACT APPROVAL, Sheriff's Department board of prisoners MOTION, passed Mr. Wieland moved and Mr. Eckert seconded to approve and authorize the chairman to sign the contract with City of West Fargo for juvenile and adult detention as submitted by department head and portfolio commissioner, and approved by the State's Attorney. On roll call vote, motion carried unanimously. JUVENILE JUSTICE CENTER, Building addition estimates Architect Terry Stroh displayed artist's renditions of what the building will look like with three floors being added to the Juvenile Justice Center. He provided a handout with building information, square footage and pricing, saying the total construction estimate is $3,211~605.00. Commissioners asked for suggestions on how costs can be lowered because County Auditor Michael Montplaisir said county funds will be about $1 million short of what is on hand. He said architect's fees will raise the building cost to about $3.4 million. If the Commission decides on a bond issue, this must be done by April 15th in order to be placed on the primary election ballot. Mr. Wieland suggested referring the matter back to the Space and Planning Committee, as soon as possible, to look at ways to lower construction costs. He asked Mr. Stroh to prepare additional cost break-downs. Mr. Risher scheduled a Space and Planning Committee meeting at 8:30 AM Monday, January 10, 1994, in the Commission Room.
