Minutes--December 6, 1993 1141 <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />EMPLOYEE BENEFIT, Cellular phones at government rates <br />Mike Steiner reported that the Employee Benefits Committee approved <br />adding cellular phone service to the list of benefits available to <br />county employees, under Cass County's government cellular phone rates. <br />He said employees who wish to take advantage of this benefit will be <br />required to enter into a contract with Cellular One and also sign an <br />agreement with Cass County government, said employees being solely <br />responsible for all financial or other obligations to Cellular One for <br />cellular telephone service. <br /> <br />Mr. Ness asked about safeguards on employee termination, and Mr. <br />Steiner said Cellular One will terminate service on demand after he <br />receives notice of employee termination from the Personnel Office. <br /> <br />Mr. Risher said telephone bills will be sent to the Cass County <br />Courthouse to the attention of the respective employees who signed the <br />contract with Cellular One. MOTION, passed <br /> Mr. Risher moved and Mr. Ness seconded to allow Cass County <br /> government employees to take advantage of the county's <br /> government cellular phone rates and enter into a contract <br /> with Cellular One for personal cellular phones. On roll <br /> call vote, motion carried unanimously. <br /> <br />METROPOLITAN COUNCIL OF GOVERNMENTS, Harwood Dakota Drive/I-29 <br />pedestrian/bicycle study <br />County Engineer Keith Berndt introduced Steve Grabill from the Fargo- <br />Moorhead Metropolitan Council of Governments, who outlined his recent <br />study dealing with concerns about pedestrian/bicycle access between <br />the Harwood School and the development west of Interstate-29. <br /> <br />Mr. Grabill said he has discussed the study with the North Dakota <br />Department of Transportation, and they are very receptive to working <br />with the City of Harwood and Cass County. Mr. Eckert said the state <br />and federal government did not want pedestrian travel on the overpass <br />about two years ago. Mr. Grabill speculated recent change of attitude <br />has to do with new requirements whereby pedestrian and bicycle traffic <br />safety are considered on the same level as vehicular traffic. <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Ness seconded to direct county <br /> engineer to make recommendations to county commission <br /> regarding "Harwood Dakota Drive/I-29 Pedestrian/Bicycle <br /> Crossing Study" dated November, 1993. On roll call vote, <br /> motion carried unanimously. <br /> <br />METROPOLITAN COUNCIL OF GOVERNMENTS, Highway lighting <br />Mr. Grabill also outlined his recent study dealing with highway <br />lighting on West Fargo's 13th Avenue/Cass County Road 28. He plans <br />to submit the report to the State Highway Department to see if the <br />project is eligible for safety funds. <br /> <br />Mrs. Toussaint asked who will be responsible for paying the lighting <br />bill and future maintenance, and Mr. Grabill said it will be the <br />responsibility of the local jurisdiction. It was the consensus of the <br />Commission that they are not in favor of entering into a lighting <br />program where the county is perpetually responsible for the cost <br />because they are already involved in such a contract on Main Avenue <br />west of the West Fargo city limits. <br /> <br /> <br />
