Minutes--December 6, 1993 1142 <br /> <br />20. <br /> <br />21. <br /> <br />22. <br /> <br />MOTION, passed <br />Mr. Ness moved and Mr. Risher seconded to receive and file <br />Metropolitan Council of Governments "West Fargo 13th <br />Avenue/County Road 28 Lighting Study" dated November, 1993. <br />Motion carried. <br /> <br />ABATEMENT HEARING, Set date for hearing on application for abatement <br />of taxes for Red River Human Services <br />State's Attorney John Goff requested that the commission schedule a <br />time for a hearing on an application for abatement of taxes submitted <br />by Red River Human Services. MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to set a hearing <br /> date for January 18, 1994, at 8:30 AM in the Cass County <br /> Commission Room located at 211 9th Street South, Fargo, ND. <br /> Motion carried. <br /> <br />VOUCHERS, Approved <br />Mr. Wieland reviewed vouchers this month, and had his questions <br />answered by the Auditor's Office. Mrs. Toussaint suggested the <br />release of one check withheld from payment at the November 1st <br />meeting, this being Voucher No. 55,092. A new check will be written, <br />No. 56,514, for witness fees only, minus mileage. She said a policy <br />should be written to create a paper trail rather than actually issuing <br />checks that will be turned back to the county by employees being paid <br />for court duty during the course of their work day. MOTION, passed <br /> Mr. Wieland moved and Mr. Risher seconded to approve <br /> Vouchers No. 55,384 - No. 56,400 and to release the check <br /> for witness fees being held since the last meeting when <br /> bills were approved. On roll call vote, motion carried <br /> unanimously. <br /> <br />METROPOLITAN COUNCIL OF GOVERNMENTS; REGISTER OF DEEDS PROGRESS <br />REPORT; JUVENILE JUSTICE CENTER ADDITION; CASS/CLAY COMMISSIONERS <br />JOINT MEETING; WORK PLANS; HOLIDAY PARTY, Committee reports <br />Mrs. Toussaint asked if Mr. Eckert attended the last meeting of the <br />Fargo-Moorhead Metropolitan Council of Governments (COG) where they <br />discussed the chairmanship of that group for 1994. Mr. Eckert said <br />he was at that meeting, and rotation of the chair between the entities <br />has been changed so that Cass County's turn will be in 1995 instead <br />of 1994. <br /> <br />Mr. Wieland expressed appreciation for the progress made in the <br />Register of Deeds Office on the backlog of documents, according to a <br />report from Deanna Kensrud dated December 1, 1993. <br /> <br />County Coordinator Bonnie Johnson said she and Architect Terry Stroh <br />will be meeting with the City of Fargo Planning Commission at 9:00 AM <br />Wednesday, December 8th, 1993, seeking their approval of the building <br />addition on the Juvenile Justice Center. <br /> <br />Mrs. Johnson reminded commissioners of the Cass/Clay Commissioners <br />joint meeting scheduled for December 14, 1993, at 12:00 noon, Madison <br />Hotel in Moorhead. <br /> <br /> <br />
