Minutes--December 6, 1993 1140 <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />COUNTY GOVERNMENT ORGANIZATIONAL CHART, Committee procedures set <br />Frank Klein appeared before the commission as chairman of the Cass <br />County department head group concerning Commissioner Risher's proposal <br />to review county standing committees. In a letter to the Commission <br />dated November 16, 1993, Mr. Klein said department heads reached a <br />consensus on a number of issues, as follows: <br /> <br />continue operating under the 1994 organizational chart, <br /> <br />each standing committee to formally establish a mission or <br />statement of purpose at its next meeting, <br /> <br />procedural improvements are to be made, such as those adopted at <br />a recent meeting of the Personnel Overview Committee, and <br /> <br />letter to be sent to all department heads who are not currently <br />serving on committees to find areas of interest for upcoming <br />committee assignments. <br /> <br />The department head group believes the above changes, as outlined and <br />implemented, will improve communication between the board of <br />commissioners and all levels of county government. Under letter dated <br />November 9, 1993, Mr. Klein offered to resign from the Space and <br />Planning Committee and/or Employee Benefits Committee to allow an <br />opportunity for a department head who is not currently serving on any <br />committee to take his place. <br /> <br />Mr. Risher thanked Mr. Klein and the department heads for their input <br />and conclusions to this matter. <br /> <br />SHERIFF DEPARTMENT, Severance pay for addiction counselor <br />Sheriff Don Rudnick was present to request one month's severance pay <br />and one month's health insurance for Steve Illing, whose position as <br />addiction counselor was eliminated from the 1994 jail budget. <br /> <br />Mrs. Toussaint asked if the Sheriff has tried to find other employment <br />in his department or other county departments for Mr. Illing, as <br />provided in Cass County Personnel Policy Section 4.60, Reduction in <br />Force (RIF). Sheriff Rudnick said Mr. Illing has applied for the <br />court security position approved in the 1994 budget. MOTION, passed <br /> Mr. Ness moved and Mr. Risher seconded to approve severance <br /> pay of one month's salary and one month's health insurance <br /> for Addiction Counselor Steve Illing upon termination of <br /> his position effective January 1, 1994, provided Mr. Illing <br /> is not offered the position of court security officer. On <br /> roll call vote, motion carried unanimously. <br /> <br />COMPUTER SOFTWARE, Courts, States Attorneyt Sherifft Data Processing <br />Mike Steiner, Data Processing Coordinator, updated Commissioners on <br />Professional Computer Software Services (PCSS). He said he is behind <br />schedule on the contract that was approved last year, and John Goff, <br />State's Attorney, said that time-table was very optimistic at the time <br />the contract was drafted. Sheriff Rudnick was present for the <br />discussion, but Mr. Steiner said neither of the County Judges will be <br />attending this meeting. Mr. Goff said Data Processing staff have been <br />very helpful and continue to provide instruction as necessary. <br /> <br /> <br />
