Comm. Minutes--November 15, 1993 1134 <br /> <br />19. <br /> <br />20. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Risher seconded to authorize <br />Architect T. L. Stroh to complete all working drawings for <br />the Juvenile Justice Center addition for bidding to <br />multiple prime contractors as soon as possible; and to ask <br />that the County Engineer discuss with and recommend to the <br />Board what additional fees, if any, should be paid to Mr. <br />Stroh. On roll call vote, motion carried unanimously. <br /> <br />SNOW REMOVAL, Contingency fund expenditure for purchase of equipment <br />Mrs. Johnson said a request for proposals (RFP) was sent in September <br />to over 20 large and small contractors listed in the yellow pages of <br />the telephone directory under snow removal services. No response was <br />received by the October 15th deadline, but she later received one <br />inquiry about the job and was quoted a figure of $18,000 for snow <br />removal this season. She felt that was too high and explored other <br />avenues with a recommendation today of purchasing equipment for <br />$13,440 to clean sidewalks on the three blocks of county property and <br />have the County Road Department remove snow from County parking lots. <br /> <br />Mr. Wieland asked about leasing equipment as opposed to buying it, but <br />Mr. Montplaisir said for the amount of money involved, he recommends <br />buying the equipment. <br /> <br />Mr. Berndt said he can spare staff time to have the County Road <br />Department do snow removal at the courthouse complex. He and <br />Mrs. Johnson initially looked at buying used equipment, but for the <br />price of used, it is more economical to buy new equipment. <br /> <br />Mr. Eckert questioned the need to purchase a Bobcat loader because the <br />maintenance department has some equipment with a broom on it, and he <br />is opposed to having Road Department staff do this snow removal. <br />Since no other plan was presented, Mr. Wieland said he will support <br />the purchase of this equipment and asked about using the Bobcat in the <br />summer. Mrs. Johnson said it might be used about 20% of the time in <br />the summer for various projects at the Road Department. MOTION, passed <br /> Mr. Wieland moved and Mr. Risher seconded to authorize the <br /> expenditure of $13,440 from contingency funds for purchase <br /> of a Bobcat loader for courthouse snow removal. On roll <br /> call vote, the motion carried with Mr. Wieland, Mr. Risher <br /> and Mrs. Toussaint voting "Aye"; Mr. Eckert opposing. <br /> <br />CONTRACT RENEWAL, Fargo Community Health Center <br />Mr. Montplaisir said the contract for health services for 1994 with <br />the Fargo Community Health Center includes an increase in mileage <br />reimbursement from $.20 to $.28 per mile. He suggested reducing it <br />to $.25 per mile, which is the county's mileage reimbursement rate, <br />and that is acceptable to the Community Health Center. MOTION, passed <br /> Mr. Risher moved and Mr. Wieland seconded to authorize the <br /> chairman to sign contract renewal with Fargo Community <br /> Health Center to provide health services for 1994, changing <br /> the mileage reimbursement rate to $.25 per mile. On roll <br /> call vote, motion carried unanimously. Social Services <br /> Director Kathy Hogan suggested selecting one or two county <br /> <br /> <br />
