Comm. Minutes--November 1, 1993 1129 <br /> <br />It is the opinion of State's Attorney John Goff that anyone who <br />submits a bid to do any amount of construction work on a public <br />building is considered a contractor and must be bonded pursuant to <br />State statute. County Auditor Michael Montplaisir, a member of the <br />Space and Planning subcommittee, asked the State's Attorney about the <br />amount of the bond, and Mr. Goff said it must be for the entire <br />project. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Ness seconded to refer this <br /> matter back to the Space and Planning subcommittee for <br /> review and counsel and a recommendation at the next regular <br /> meeting of the Board of County Commissioners. Mr. Risher <br /> suggested that the State's Attorney attend the subcommittee <br /> meeting. On roll call vote, motion carried unanimously. <br /> <br />14. VOUCHERS, Approved <br /> Mrs. Toussaint reviewed the list of bills last Friday, and Mr. Risher <br /> reported that she recommends withholding payment on six bills from the <br /> Sheriff's Department until further explanation. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to approve <br /> Voucher %54468 through %55383, with the exception of <br /> %54493, %54607, %55052, %55080, %55092 and %55024 being <br /> withheld from payment until Commissioner Toussaint receives <br /> a satisfactory letter of explanation from Sheriff Don <br /> Rudnick. On roll call vote, motion carried unanimously. <br /> <br />15. <br /> <br />COURTHOUSE DRAINAGE; AUTOPSY BILLS; SOCIAL SERVICES UPDATE; NDCAT <br />REPORT; EMERGENCY DISPATCH CALL, Committee reports <br />Bonnie Johnson reported that bids received today for Courthouse <br />drainage improvements were nearly double the estimated cost of $35,000 <br />on the project. She said the Commission needs to re-evaluate the <br />project and possibly call for bids again in the spring. <br /> <br />Mr. Ness said he questioned a bill at the last meeting for an autopsy, <br />and he has since learned that Cass County Government pays the bill for <br />an autopsy when it is requested by the County Coroner. <br /> <br />Mr. Wieland reported that Henry "Bud" Wessman, Executive Director of <br />the North Dakota Department of Human Services, will be a guest of Cass <br />County Social Services this Friday. <br /> <br />Mr. Montplaisir updated Commissioners on the last meeting held by <br />North Dakota County Association for Technology (NDCAT), and he said <br />Cass County's Data Processing Manager, Register of Deeds and himself <br />feel development of software for the register of deeds office is <br />already being developed. <br /> <br />Mr. Risher expressed concern about the long response time for an <br />ambulance to reach the scene of a serious accident which he witnessed <br />on this day near Tower City, ND. The Cass County Sheriff's Department <br />will be contacted for their input on the incident. <br /> <br /> <br />
