Comm. Minutes--September 20, 1993 1111

17.

18.

19.

SOCIAL SERVICES STAFF, Letter of appreciation read
Mr. Wieland read a letter from a Cass County foster parent expressing
appreciation for the concern and commitment to clients demonstrated
by Kathy Hogan, Kathy Suedell and Bev Bohn of Cass County Social
Services. All three of these employees assisted with funeral
arrangements for the mother of seven children, some of whom reside in
Cass County foster homes. A copy of the letter will be provided to
the County Personnel Office for placement in each employee's file.

HEARING ON 1994 BUDGET, Next budget meeting set for September 30, 1993
A public hearing was advertised for this date, time and place on the
1994 Cass County budget. The chairman opened the public hearing.

County residents expressing support for continuing extension services
without any reductions were Gail and Melvin Scherweit, John Rutten,
Don Kinzler, Marty Hoffman and Laura Carney. Hearing no other
comments, the Chairman declared the public hearing closed.

Mr. Ness said budget cuts in office supplies, travel, postage, etc.
in some departments were unfair because commissioners didn't continue
that manner of cutting after the September 8th meeting. Mr. Risher
also thinks it was unfair that these budget reductions were made in
the first group of departments but not for all departments.

Mrs. Toussaint said she sent a memo last week asking for suggestions
from all departments on possible budget cuts, and she received many
replies that the Commission can consider. Copies of the responses
will be given to all Commissioners. Mr. Montplaisir said the
Commission may not want to make all of the cuts that are offered
in case they impact other county funds. Mr. Wieland said the
Commission needs to review proposed cuts in Social Service programs.

The final budget meeting will be held September 30th in the Commission
Room at 8:30 AM, according to the chairman. MOTION, passed
Mr. Ness moved and Mr. Risher seconded to restore the
previously reduced budget items for office supplies,
travel, postage, subscriptions and seminars in the
following budgets: Auditor, County Commission, County
Coordinator, Data Processing, Personnel, Planner, Register
of Deeds, Tax Director and Treasurer, according to schedule
furnished by the County Auditor. On roll call vote, motion
carried unanimously.

COMMUNITY DEVELOPMENT LOAN FUND, Pallet and Crate Supply sponsored
Tracey Anderson from Lake Agassiz Regional Council (LARC) introduced
Larry Nygard, owner of Pallet and Crate Supply, Inc., who is
requesting sponsorship from Cass County Government for Community
Development Loan Funds. LARC currently approves loan applications in-
house rather than sending them to the State and waiting for review and
approval in 60-90 days, according to Ms. Anderson. MOTION, passed
Mr. Risher moved and Mr. Eckert seconded to sponsor the
application of Pallet and Crate Supply, Inc. for Community
Development Loan Funds in the amount of $87,500.00. On
roll call vote, motion carried unanimously.
