JOINT POWERS AGREEMENT WiTH CITIES ON ELECTIONS, Chairman to sign MOTION, passed Mr. Ness moved and Mr. Risher seconded to allow the chairman to sign each of the Joint Powers Agreements with 25 cities, as they are signed by city mayors, concerning elections. On roll call vote, motion carried unanimously. INSURANCE POLICY AMENDMENT, Blue Cross-Blue Shield health insurance MOTION, passed Mr. Ness moved and Mr. Risher seconded to authorize the chairman to sign an amendment to the Cass County Group Health Insurance Master Contract relating to percentage of reimbursement for physicians and professional health care providers located outside of the State of North Dakota. On roll call vote, motion carried unanimously. REGIONAL CHILD SUPPORT, Out-of-state travel approved MOTION, passed Mr. Ness moved and Mr. Risher seconded to approve out-of- state travel request for Kathleen M. Ziegelmann, Director of the Regional Child Support Enforcement Unit, for Assistant Cass County State's Attorneys Adair Boening and Crystal Wosick to attend the Federal Office of Child Support Enforcement's Third National Child Support Enforcement Training Workshop on September 27-29, 1993, at the Ramada Inn, Old Town, Alexandria, virginia. On roll call vote, motion carried unanimously. MOTION, passed Mr. Ness moved and Mr. Risher seconded to approve out-of- state travel for Kathleen M. Ziegelmann, Director of the Regional Child Support Enforcement Unit, for Assistant Cass County State's Attorney Allen Albright, Investigator David Carlson and Case Analyst Renee Lerfald to attend the Minnesota Family Support and Recovery Counsel's 21st Annual Conference on October 17-20, 1993 in Brainerd, MN. CONTRACT APPROVAL, Juvenile Justice Center design MOTION, passed Mr. Ness moved and Mr. Risher seconded to authorize the chairman to sign a contract with T.L. Stroh Architects for design of the addition of two stories on the Juvenile Justice Center Building for a fee of $125,000, as negotiated by the County Space and Planning Committee at their meeting on this date. On roll call vote, motion carried unanimously. COUNTY PARKING LOTS, Agreement with City of Fargo for enforcement MOTION, passed Mr. Ness moved and Mr. Risher seconded to approve Memorandum of Understanding with the City of Fargo for enforcing parking violations in the public parking areas in county lots through the use of City of Fargo parking citations; and authorize chairman to sign said agreement. On roll call vote, motion carried unanimously.
