Minutes, Special Meeting--September 9, 1993 1106 <br /> <br />In addition, Mr. Wieland suggested eliminating Social Services board <br />member salaries and benefits, for a reduction of $758 in county <br />dollars. <br /> <br />Mrs. Toussaint concurred with cutting board members salaries and <br />benefits, but she is concerned about cutting from the programs, when <br />the Children's Center has already been closed. Yet, County Extension <br />Services have been left as a whole, she said. <br /> <br />Mrs. Toussaint commended Social Services Director Kathy Hogan for <br />taking the issue seriously when departments were asked to review their <br />budgets and offer further suggestions for ways to cut budgets. <br />Mrs. Hogan briefly explained the above proposal, but she said the <br />county commission needs to make policy on which programs will be cut. <br /> <br />Jerry Skjonsby, Accountant for Cass County Social Services, said the <br />reductions have a ripple-effect on revenue. Some areas are more <br />significant than others because of different reimbursement categories. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Ness seconded to remove the <br /> salaries and benefits for county commissioners serving as <br /> Social Services board members. On roll call vote, motion <br /> carried unanimously. <br /> <br />MOTION, withdrawn <br />Mr. Wieland moved and Mr. Eckert seconded to approve Social <br />Services position cuts/delays as proposed today in the <br />amount of $23,100 of county dollars. Discussion: Mr. Ness <br />asked if cutting these positions from the budget will <br />necessitate more overtime for existing staff. Mrs. Hogan <br />said the amount of overtime is high this year, but if the <br />caseload is maintained next year at the same level as this <br />year, she can manage with the amount in the budget. Mr. <br />Ness said Mrs. Hogan has traditionally delayed filling <br />positions if the caseload did not require it. Mr. Wieland <br />withdrew the motion and Mr. Eckert withdrew the second. <br /> <br />WEED CONTROL <br />Mr. Ness said Don Eckert did not charge per diem this year as a member <br />of the Cass County Weed Control Board. The County Commission <br />eliminated Weed Board per diem of $45/meeting at the September 7th, <br />1993, regular meeting. <br /> <br />VECTOR CONTROL <br />Mr. Ness said two of the three members on the Cass County Vector <br />Control Board are county employees so they do not receive per diem. <br />He doesn't think the third member has requested per diem, which was <br />set at $10 per meeting. <br /> <br />POLICY SUGGESTED ON PER DIEM FOR COMMISSIONERS <br />Mr. Wieland suggested adopting a county policy whereby all Cass County <br />Commissioners, who serve on any county-appointed boards, will not be <br />paid per diem while they are serving as commissioner. Mrs. Toussaint <br />referred this to the commission secretary to be included in the <br />Commission Policy Manual. <br /> <br /> <br />
