Minutes, Special Meeting--September 9, 1993 1105 <br /> <br />PERSONNEL DEPARTMENT, Budget cuts/Employee Assistance Program <br />Commissioners received a memo from County Coordinator Bonnie Johnson <br />saying she reviewed budget cuts made on September 8th with Marcia <br />Kemmer, Personnel Coordinator, and they will prioritize spending to <br />live within the established limits. <br /> <br />Also, concerning the Employee Assistance Program (EAP), Mrs. Johnson <br />contacted the Village Family Service Center about a modified EAP <br />program which would still contain training for department heads and <br />supervisors, but would have a two-session cap (instead of four) for <br />individual evaluations. Mr. Montplaisir said the cost of the modified <br />program would be one-half of the initial proposal, which was $8,500. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Ness seconded to eliminate the <br /> Employee Assistance Program from the 1994 budget. On roll <br /> call vote, motion carried unanimously. <br /> <br />STATE'S ATTORNEY, Vehicle allowance for investigator reduced <br />A new vehicle for use by the investigator was included in the State's <br />Attorney budget at an estimated cost of $12,250, and Mr. Wieland <br />suggested reviewing this item. MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to reduce the <br /> vehicle line item in the State's Attorney's budget from <br /> $12,250 to $6,000. Discussion: Mr. Golf said his goal is <br /> to have a functional vehicle available, and the present <br /> vehicle used by the investigator has 150,000 miles on it. <br /> He said the capital outlay request was made subject to <br /> action by the vehicle policy committee which is considering <br /> establishing a motor pool. Mrs. Toussaint asked about <br /> taking the entire $12,2§0 out of the budget and paying <br /> mileage for the investigator to use his own vehicle. In <br /> that case, Mr. Golf said they would probably continue <br /> driving the vehicle they have now. He said the <br /> investigator has driven 10-12,000 miles since getting the <br /> present vehicle from the Sheriff's Department fleet in the <br /> spring of 1992. At the call for the question and on roll <br /> call vote, the motion carried with Mr. Ness and Mrs. <br /> Toussaint opposing. <br /> <br />SOCIAL SERVICES, Budget reductions offered <br />Mr. Wieland said the Social Services staff re-evaluated their budget <br />request and suggested the following potential reductions, prioritized <br />from top to bottom: <br /> County Dollars <br /> Staff Development by 25% $ 4,285 <br /> Foster Care (IV-E) 31,000 <br /> Position Cuts/Hiring Delays (1 + .25 FTE's) 23,100 <br /> Sponsorship Reduction (25%) 24,000 <br /> $82,385 <br /> <br />However, on the sponsorship reduction, Mr. Wieland suggested a limit <br />of $80,000 annually regardless of the budget process, for a reduction <br />of $16,000 instead of $24,000. This would bring the total suggested <br />cuts in county dollars to $74,385, instead of $82,385. <br /> <br /> <br />
