Minutes--September 7, 1993 1093 19. 1) Proceed with the construction of two additional floors, (approximately 20,000 square feet), at the Juvenile Justice Building to house the Social Service Office. 2) Authorize the subcommittee to interview design firms based on the attached "Request for Proposal" (RFP). 3) Authorize the County Auditor to make application for funding through the Bank of North Dakota. 4) Authorize the Space & Planning subcommittee to begin detailing the re-allocation of Courthouse office space when vacated by Social Services. Discussion: A timetable and budget estimate were provided to Commissioners. Estimated completion date is November 1, 1994, with a total cost estimate of ~1,850,000. Under North Dakota Century Code, Chapter 57-47, the county can borrow an amount that can be paid back with a 3-mill levy for five years, according to the County Auditor. At the call for the question and on roll call vote, motion carried unanimously. JOINT DISPATCH, Cass County to pursue contract for services Mrs. Toussaint put this subject on the agenda today because of recent Joint Dispatch Council meetings and correspondence between the County and the cities of Fargo and West Fargo. Mr. Wieland said the City of West Fargo voted to approve funding for a study, but the City of Fargo, on a 3-2 vote, decided not to approve their proposed share of the funding. A letter was received from each of the Mayors of Fargo and West Fargo proposing to provide dispatch services for Cass County at a proposed cost of $41,000, which is the amount collected from 911 fees. Two radio companies have been asked to review the dispatch service of these two entities, at no cost to the county, to determine if there are limitations in regard to the equipment. Mr. Ness said Sheriff Don Rudnick is agreeable to accepting the proposal of the City of Fargo to provide joint dispatch services to the county. MOTION, passed Mr. Ness made a motion to pursue a one-year contract effective January 1, 1994, with the City of Fargo to contract for county 911 calls and dispatch. Mrs. Toussaint relinquished the chair to Vice Chairman Risher to second the motion. Discussion: Mr. Wieland suggested pursuing a contract from either entity, since the letters from both Fargo and West Fargo were vague about the services they would provide. AMENDED MOTION, passed Mr. Ness moved and Mrs. Toussaint seconded to amend the motion to include pursuing a contract from either Fargo or West Fargo. On roll call vote, motion carried unanimously
