Minutes--September 7, 1993 1093 <br /> <br />19. <br /> <br />1) <br /> <br />Proceed with the construction of two additional floors, <br />(approximately 20,000 square feet), at the Juvenile Justice <br />Building to house the Social Service Office. <br /> <br />2) <br /> <br />Authorize the subcommittee to interview design firms based <br />on the attached "Request for Proposal" (RFP). <br /> <br />3) <br /> <br />Authorize the County Auditor to make application for <br />funding through the Bank of North Dakota. <br /> <br />4) <br /> <br />Authorize the Space & Planning subcommittee to begin <br />detailing the re-allocation of Courthouse office space when <br />vacated by Social Services. <br /> <br />Discussion: A timetable and budget estimate were provided <br />to Commissioners. Estimated completion date is November 1, <br />1994, with a total cost estimate of ~1,850,000. Under <br />North Dakota Century Code, Chapter 57-47, the county can <br />borrow an amount that can be paid back with a 3-mill levy <br />for five years, according to the County Auditor. At the <br />call for the question and on roll call vote, motion carried <br />unanimously. <br /> <br />JOINT DISPATCH, Cass County to pursue contract for services <br />Mrs. Toussaint put this subject on the agenda today because of recent <br />Joint Dispatch Council meetings and correspondence between the County <br />and the cities of Fargo and West Fargo. <br /> <br />Mr. Wieland said the City of West Fargo voted to approve funding for <br />a study, but the City of Fargo, on a 3-2 vote, decided not to approve <br />their proposed share of the funding. <br /> <br />A letter was received from each of the Mayors of Fargo and West Fargo <br />proposing to provide dispatch services for Cass County at a proposed <br />cost of $41,000, which is the amount collected from 911 fees. Two <br />radio companies have been asked to review the dispatch service of <br />these two entities, at no cost to the county, to determine if there <br />are limitations in regard to the equipment. <br /> <br />Mr. Ness said Sheriff Don Rudnick is agreeable to accepting the <br />proposal of the City of Fargo to provide joint dispatch services to <br />the county. <br /> MOTION, passed <br /> Mr. Ness made a motion to pursue a one-year contract <br /> effective January 1, 1994, with the City of Fargo to <br /> contract for county 911 calls and dispatch. Mrs. Toussaint <br /> relinquished the chair to Vice Chairman Risher to second <br /> the motion. Discussion: Mr. Wieland suggested pursuing a <br /> contract from either entity, since the letters from both <br /> Fargo and West Fargo were vague about the services they <br /> would provide. <br /> <br />AMENDED MOTION, passed <br />Mr. Ness moved and Mrs. Toussaint seconded to amend the <br />motion to include pursuing a contract from either Fargo or <br />West Fargo. On roll call vote, motion carried unanimously <br /> <br /> <br />
