PERMIT FOR SUNDAY ALCOHOLIC BEVERAGE SALES, Approved for Knickerbocker MOTION, passed Mr. Eckert moved and Mr. Risher seconded to approve permit for Sunday alcoholic beverage sales at the Knickerbocker Liquor Locker, Hickson, ND, beginning September 12, 1993, through December 31, 1993, for an additional license fee of $5.00 for each Sunday that the licensee sells alcoholic beverages, in accordance with Senate Bill 2265. On roll call vote, motion carried unanimously. RESOLUTION OF CONDOLENCES, To Herschel Lashkowitz family MOTION, passed Mr. Eckert moved and Mr. Risher seconded to adopt the following resolution of condolences to the family of the late Herschel Lashkowitz. On roll call vote, motion carried unanimously. WHEREAS, the Board of Cass County Commissioners has learned of the death of Herschel Lashkowitz of Fargo, North Dakota; and WHEREAS, Herschel Lashkowitz served the citizens of Fargo in the capacity of Mayor, and he served the entire citizenry of Cass County as a State Legislator for a number of years. THEREFORE, BE IT RESOLVED, That the Board of Commissioners of Cass County, North Dakota, does hereby express its heartfelt condolences to the family of the late Herschel Lashkowitz. BE IT FURTHER RESOLVED, That this resolution be inscribed upon the permanent records of the proceedings of the Board of Cass County Commissioners and a copy forwarded to his family. Dated at Fargo, North Dakota, this 7th day of September, 1993. 1993 METROPOLITAN HIGHWAY PLAN, ApProved County Road Engineer Keith Berndt introduced Steve Grabill, Fargo- Moorhead Metropolitan Council of Governments, who was present to answer questions on the 1993 Metropolitan Highway Plan. Mr. Grabill said the plan is flexible and it is anticipated that it will be updated in about five years, as required by Federal law. Mr. Eckert expressed a concern about improving a road designated as an exterior boundary rather than following an existing county road. MOTION, passed Mr. Wieland moved and Mr. Risher seconded to endorse 1993 Metropolitan Highway Plan (final draft). On roll call vote, motion carried unanimously. JUVENILE JUSTICE CENTER BUILDING PROJECT, Space and Planning sub- committee recommendations adopted MOTION, passed Consistent with recommendations made by the Cass County Space and Planning Committee, after much sub-committee research, Mr. Risher moved and Mr. Ness seconded to:
