At the call for the question and on <br />roll call vote, motion carried unanimously on the main <br />motion. <br /> <br />COMMISSION POLICY MANUAL, Section 10.00 (Budget Policy) amended <br />Mr. wieland still thinks it is premature to adopt a 1994 budget <br />resolution to attempt to maintain the mill levy at 62.7 mills or less, <br />as proposed by Commissioners Ness and Toussaint at the August 16th, <br />1993, Commission meeting. He said 62.7 mills may not be a realistic <br />figure, and he suggested deleting paragraph #2 in Budget Policy, <br />Section 10.00 (page 2 of 5), in the Cass County Commission Policy <br />Manual. <br /> <br />Mr. Ness said the 62.7 mills is a suggested goal and asked if that <br />figure could be increased rather than deleting the paragraph. Mr. <br />Risher said the Commission could set goals for the Finance Committee, <br />but he doesn't believe the commission can meet the same goal this year <br />as last year. <br /> MOTION, passed <br /> Mr. wieland moved and Mr. Risher seconded to update Section <br /> 10.00 of the Cass County Commission Policy Manual to be <br /> effective for the 1994 budget session by deleting paragraph <br /> #2 on page 2 of 5. On roll call vote, motion carried with <br /> Mr. Risher, Mr. Wieland and Mr. Eckert voting "Aye", Mr. <br /> Ness and Mrs. Toussaint opposing. <br /> <br />BUDGET, Preliminary 1994 budget approved MOTION, passed <br /> Mr. Ness moved and Mr. Risher seconded to increase the jail <br /> budget by ~75,842 for dispatch services in case a contract <br /> is not reached with Fargo or West Fargo. On roll call <br /> vote, motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Ness moved and Mr. Wieland seconded to approve the 1994 <br />preliminary budget and set the date of public hearing for <br />September 20, 1993, at 3:30 PM. On roll call vote, motion <br />carried unanimously. <br /> <br />COURTHOUSE DRAINAGE, Storm sewer improvements to be made <br />County Coordinator Bonnie Johnson received a preliminary estimate from <br />Stevan Dewald, Lightowler Johnson Associates, for improving the <br />Courthouse drainage system. Mr. Dewald recommends that the storm <br />sewer system be connected to the city storm sewer on both the north <br />and south ends of the Courthouse in order to control ice buildup and <br />run-off. <br /> <br />Mrs. Johnson said this amount of money was included in the 1994 budget <br />but with the problem getting worse due to the wet weather this summer, <br />it is recommended that the project be completed in 1993 using <br />contingency funds. Mr. Montplaisir said this will nearly deplete the <br />contingency fund for this year, but he also thinks it is necessary to <br />correct this situation as soon as possible. <br /> <br /> <br />
