Minutes--August 16, 1993 1083 <br /> <br />18. <br /> <br />19. <br /> <br />20. <br /> <br />BUDGET RESOLUTION FOR 1994, Delayed until next meeting MOTION, failed <br /> Mr. Ness moved to adopt the resolution on budget policy in <br /> Section 10.00 of the Cass County Commission Policy Manual, <br /> changing the effective date to August 16, 1993. Mrs. <br /> Toussaint relinquished the chair to Vice Chairman Risher <br /> to second the motion. Discussion: Mr. Wieland thinks it is <br /> premature to adopt a budget resolution because not all <br /> commissioners have reviewed the overall preliminary budget. <br /> Mrs. Toussaint said the full board has reviewed one of the <br /> largest budgets, Social Services, and they are trying to hold <br /> the line on spending. Mr. Ness said adopting the resolution <br /> sets a goal of maintaining the current mill levy at 62.7 mills <br /> or less, trying not to increase taxes. At the call for the <br /> question and on roll call vote, the motion failed with Mr. <br /> Ness and Mrs. Toussaint voting "Aye"; Mr. Eckert, Mr. Risher <br /> and Mr. Wieland opposing. Mr. Wieland said he doesn't have a <br /> problem with the concept and suggested placing the item on the <br /> September 7th commission agenda. Mrs. Toussaint reminded <br /> everyone of the budget review meeting set for 3:30 PM on <br /> August 30th, 1993. <br /> <br />COUNTY PARKING LOT, AssiKnments made for courthouse north lot <br />Mr. Eckert asked to move this item from the consent agenda because he <br />doesn't think two parking spaces should be assigned to commissioners. <br />He said one space for the chairman would be enough because the chairman <br />generally makes more trips to the courthouse than other commissioners. <br />Mr. Wieland opposed designating any parking spaces for commissioners <br />because of the public perception. <br /> <br />County Coordinator Bonnie Johnson drafted the proposed parking lot <br />assignments and said she reserved two spaces for commissioners since two <br />commissioners usually serve on committees, and they could be assured of <br />a place to park when attending meetings at the courthouse. She said <br />parking spaces will be numbered, rather than putting names on them. <br />However, it was discovered that the State's Attorney was not listed on <br />the proposed assignment sheet so that leaves one space for a <br /> <br />commissioner. <br /> MOTION, passed <br /> Mr. Ness moved and Mr. Risher seconded to authorize the County <br /> Coordinator to complete the plan for assigned parking in the <br /> north Courthouse parking lot. On roll call vote, the motion <br /> carried with Mr. Ness, Mr. Risher and Mrs. Toussaint voting <br /> "Aye"; Mr. Wieland and Mr. Eckert opposing. <br /> <br />STATE'S ATTORNEY WELFARE FRAUD INVESTIGATOR; SUPERINTENDENT OF SCHOOLS <br />STATUS; LEVY COMPARISON WITH OTHER COUNTIES; FIRE FROM GENERATOR <br />EXHAUST; JAIL SEWER REPAIRS; JOINT DISPATCH MEETING; NACO ALERT ON <br />UNFUNDED FEDERAL MANDATES; EAST CENTRAL COMMISSIONERS ASSOCIATION, <br />Committee reports <br />Mr. Golf reported that the welfare fraud investigator program will not <br />be a state-wide program next year but county tax dollars will be 25% or <br />less of the cost of the program. <br /> <br /> <br />
