Comm. Minutes--August 16, 1993 1082 <br /> <br />17. <br /> <br />SUBSTITUTE MOTION, £ailed <br />Mr. Wieland moved a substitute motion, seconded by Mr. Eckert <br />to establish a travel policy whereby travel reimbursement <br />shall be paid for mileage accumulated by a county commissioner <br />at any time when he/she is acting in the official capacity of <br />a county commissioner, which includes mileage to and from home <br />to any location when traveling outside the Fargo metropolitan <br />area. Discussion: Mr. Ness said other county employees do <br />not receive mileage reimbursement for traveling to and from <br />home. Mr. Eckert said he has no objection to not being <br />reimbursed for travel from home to regular commission meetings <br />but he should not be treated differently than any other <br />employee who gets mileage reimbursement for traveling for <br />county business. Mr. Doff said there are two issues--one is <br />that employees travel to and from work without reimbursement. <br />The second issue is travel from the courthouse to another <br />destination, which is subject to reimbursement for employees. <br />He said the situation for elected officials is different, and <br />the county commission situation is somewhat unique so he <br />recommended that commissioners set policy for themselves. <br />Nr. Ness said commission travel to inspect roads or flood <br />damage is part of the responsibility of being an elected <br />official. Sr. Eckert said someone should be knowledgeable <br />about the condition of roads, and he said he has not charged <br />mileage for every trip he makes. Sr. Ness said all <br />commissioners should be familiar with complaints about <br />specific roads in the county. At the call for the question <br />on the substitute motion and on roll call vote, the motion <br />failed with Sr. Wieland and Sr. Eckert voting "Aye"; Sr. Ness, <br />Mr. Risher and Srs. Toussaint opposing. At the call for the <br />question on the main motion and on roll call vote, the motion <br />carried with Mr. Risher, Srs. Toussaint and Sr. Ness voting <br />"Aye"; Sr. Wieland and Sr. Eckert opposing. <br /> <br />MOTION, passed <br />Sr. Risher moved and Mr. Ness seconded that the travel policy <br />adopted in the main motion become effective on this date, <br />August 16, 1993. At the call for the question and on roll <br />call vote, the motion carried with Mrs. Toussaint, Sr. Ness <br />and Mr. Risher voting "Aye"; Mr. Wieland and Sr. Eckert <br />opposing. <br /> <br />WEED CONTROL, Appointment from southwest district delayed <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Ness seconded to table the weed board <br /> appointment from the southwest district until the next meeting <br /> because Mr. Risher had asked two people to apply but has not <br /> checked his mail since returning from a vacation. On roll <br /> call vote, motion carried unanimously. <br /> <br /> <br />
