Minutes--August 16, 1993 1081 <br /> <br />16. <br /> <br />MOTION, Withdrawn <br />Mr. Eckert moved and Mr. Wieland seconded to authorize <br />publication of the notice for weed cutting, but eliminating <br />the word "county" in the reference of landowners/operators <br />being responsible for mowing road right-of-way adjoining <br />their property. Discussion: The weed mowing publication <br />is an annual, historical publication and it is a century <br />code requirement. County Auditor Michael Montplaisir said <br />the law was changed in the last legislative session to <br />include century code specifications on height of the <br />stubble and width of the cut so he suggested re-writing the <br />publication this year. <br /> <br />AMENDED MOTION, Withdrawn <br />Mr. Eckert moved and Mr. Wieland seconded to amend the <br />motion to include that the County Engineer establish the <br />height, width and starting date. Discussion: Mr. Wieland <br />said county highways were included in previous years and he <br />asked what is being accomplished by eliminating them. A <br />question was asked on enforcement, and Mr. Berndt said the <br />county has not necessarily enforced this law in the past <br />but he plans to enforce it in the future. Upon consensus, <br />the motion and second were withdrawn. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Risher seconded that it will be <br />the duty of all landowners or operators with land adjoining <br />county and township highways to mow the weeds and grasses <br />on the said road right of way adjoining their property no <br />later than October 1st, subject to the County Engineer <br />specifying the height, width and time frames in the <br />publication. On roll call vote, motion carried <br />unanimously. <br /> <br />POLICY ADOPTED, Commission travel reimbursement <br />Commissioners received a letter from State's Attorney John Golf dated <br />August 2, 1993, regarding a commission travel policy. He said the only <br />specific requirement is that official business must include statewide <br />meetings of the North Dakota County Commissioners Association. MAIN MOTION, passed <br /> Mr. Risher moved and Mr. Ness seconded to establish a travel <br /> policy whereby travel reimbursement for county commissioners <br /> will be limited to any trip in which the destination is <br /> outside Cass County. Mileage expenses incurred within the <br /> boundaries of the county are hereby determined to be in the <br /> ordinary course of employment and are covered by monthly <br /> salaries. Discussion: Mr. Wieland prefers allowing travel <br /> reimbursement for county business except for travel in the <br /> Fargo metropolitan area. <br /> <br /> <br />
