Minutes--August 16, 1993 1080 <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />HOUSING AUTHORITY OF CASS COUNTY, Application for 10 housing vouchers <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to authorize the <br /> chairman to sign a letter of support for the Housing <br /> Authority of Cass County application for an additional 10 <br /> units of housing vouchers. On roll call vote, motion <br /> carried unanimously. <br /> <br />HEARING TO CLOSE SECTION LINE ROAD, Sections 11-!2, Empire Township <br />County Engineer Keith Berndt said the Empire Township board of <br />supervisors requested closing a one-mile segment of road between <br />sections 11 and 12, which is seldom used and not considered necessary. <br />He outlined the procedure to close the road, saying a public hearing <br />is required and was advertised for this date and time. <br /> <br />Chairman Toussaint opened the public hearing but no one was present <br />to speak on this item, and the hearing was closed. MOTION, passed <br /> Mr. Ness moved and Mr. Eckert seconded that Cass County <br /> Government discontinue the section line road between <br /> Sections 11 and 12, Empire Township. It is considered in <br /> the public's best interest, and the road is not required <br /> due to readily accessible, alternative routes of travel. <br /> On roll call vote, motion carried unanimously. <br /> <br />ROAD ENGINEER TO PROCEED WITH COUNTY ROAD 19, desig~ and construction <br />Keith Berndt presented options for repairing County Road 19 on the <br />west edge of West Fargo. He said the pavement at the underpass is in <br />poor condition and a nearby storm drain under the pavement needs to <br />be replaced. <br /> <br />Mr. Eckert asked if the City of West Fargo might consider annexing <br />this area, but Mr. Wieland didn't think so because of the meat packing <br />plant outside of the city limits. MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to authorize the <br /> County Engineer to proceed with design and construction of <br /> repairs to County Road 19 and upgrade to a 30 mph design <br /> standard according to option #2 as outlined in a memo from <br /> the County Engineer dated July 30, 1993, with a <br /> construction cost of approximately $111,000. On roll call <br /> vote, motion carried unanimously. <br /> <br />WEED MOWING, Width of cut, height of stubbl.e and time frame to be <br />specified in publication <br />Mr. Eckert asked to move this item from the consent agenda. He said <br />the county owns a lot of right-of-way, and he is concerned that <br />landowners/operators are expected to mow weeds and grass on county <br />road right-of-way adjoining their property. Also, since there is a <br />deadline of October 1st by which time the mowing must be done, he <br />asked if there is a starting date. Mr. Berndt said weeds and grass <br />should be mowed late enough in the year so that it doesn't cause snow <br />to accumulate in the winter. <br /> <br /> <br />
