1075 <br /> <br />20. <br /> <br />Mrs. Kensrud is requesting one full-time employee to start <br />September 1, 1993 at $,4,588.00; Kelly temporary services through <br />December 31, 1993 at $12,353.00; and overtime for experienced staff <br />through December 31, 1993, at $6,850.00 for a total cost of <br />$23,791.00. She feels this would be adequate to begin working on <br />the backlog. <br /> <br />Mr. Ness and Mrs. Toussaint asked if the additional funds are <br />approved when the backlog would be eliminated. Mrs. Kensrud said <br />she hopes to have it cleared up by the end of the year. <br /> <br />Mr. Dan Twichell, Attorney, was present and said Mrs. <br />office has great accuracy, but he feels additional <br />necessary or the problem will worsen. <br /> <br />Kensrud's <br /> help is <br /> <br />Mr. Wieland would like to help Mrs. Kensrud but wants a commitment <br />that the backlog will be caught up by December 31, 1993. He also <br />requested that the full-time position only run through the end of <br />this year. Bonnie Johnson, County Coordinator, said there is an <br />employment class called "full-time temporary employee" in which the <br />person is hired for a designated period not to exceed 6 months. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Risher seconded to approve the <br /> Register of Deeds' plan and request for up to $23,791.00 <br /> for one full-time temporary position, overtime for <br /> experienced staff, and Kelly temporary services; to <br /> present monthly progress reports to the Commission; and <br /> to have backlog caught up by December 31, 1993. On roll <br /> call vote, motion carried unanimously. <br /> Discussion: Mrs. Toussaint asked where additional funding <br /> would come from. Mr. Montplaisir said in order to change the <br /> Register of Deeds budget, a budget amendment hearing must be <br /> held. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to begin the <br /> budget amendment process to include the appropriate time <br /> frame for public hearing and for the Auditor to compile <br /> the figures needed for the amendment. On roll call vote, <br /> motion carried unanimously. <br /> <br />JOINT DISPATCH COUNCIL, Seeking funds from other entities <br />Mr. Wieland said there is not enough money in the contingency fund <br />to hire a consultant for the Joint Dispatch Council. He said money <br />could be used from the recoupment from 911 fees, but there are not <br />sufficient funds at this time. <br /> <br />Mr. Ness feels all the entities should be involved with funding for <br />the consultant. Mr. Eckert is also in favor of cost sharing among <br />the three entities. Mrs. Toussaint said a formula based on taxable <br />valuation of each entity was developed to determine the costs each <br />would be responsible for and it is as follows: <br /> <br />Fargo 38½% <br />West Fargo 4½% <br />Cass County 57% <br /> <br /> <br />
