Hinutes--July 19, 1993 1067 <br /> <br />13. <br /> <br />14. <br /> <br />Mr. Ness said Cass County has about six calls per day and the City of <br />Fargo has about 100, yet Cass County Government is being asked to <br />spend about $30,000 for joint dispatch. Mr. Wieland said the number <br />of calls being discussed is not only 911 calls, but a communication <br />center between Fargo, West Fargo and Cass County Governments. <br /> <br />Mr. Eckert said he favors the decision whereby Cass County Government <br />would pay for the consultant in order to move forward with joint <br />dispatch. <br /> <br />Mr. Risher also serves on the Joint. Dispatch Council and thinks it. <br />would cost much more than $30,000, in the long run, if a consultant <br />is not hired. He suggested that the $30,000 be repaid to the county <br />through 911 fees that are collected over the next period of time. <br />Mrs. Toussaint asked what budget line item the county would use to pay <br />the $30,000, but that is not known at this time. MOTION, passed <br /> Mr. Wieland moved and Mr. Ness seconded to delay a decision <br /> on the recommendation of the Joint Dispatch Council in an <br /> effort to allow commissioners to fully consider and digest <br /> the Montgomery proposal; and to place this matter on the <br /> next agenda (or at a time when the County Auditor is <br /> present). On roll call vote, motion carried unanimously. <br /> <br />EMERGENCY ASSISTANCE WITH BARNES COUNTY, Memo of Understanding <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Ness seconded to authorize the <br /> Chairman and County Auditor to sign a Memorandum of <br /> Understanding for Emergency Assistance with Barnes County <br /> specifically, and to support future agreements with the <br /> remaining, surrounding counties. On roll call vote, motion <br /> carried unanimously. <br /> <br />WEED CONTROL, Commission policy manual revised on advisory boards <br />Applications were received from Lawrence Barfuss, Charles Anderson and <br />Thomas Fischer for two positions on the Cass County Weed Control Board <br />for terms expiring July 1, 1997. .MOTION, passed <br /> Mr. Risher moved and Mr. Ness seconded to appoint Tom <br /> Fischer to the Cass County Weed Control Board for a 4-year <br /> term to replace Charles Anderson from the southeast area of <br /> Cass County; and to vacate the position from the southwest <br /> area until the August 2nd meeting to allow more time for <br /> receipt of applications. <br /> Discussion: Mr. Eckert favors reappointing Charles <br /> Anderson since Mr. Fischer lives close to the Fargo city <br /> limits which necessitates a new appointment if his <br /> residence is annexed into the city limits. On roll call <br /> vote, the motion carried with four members voting "Aye" and <br /> Mr. Eckert opposing. <br /> <br />Mrs. Toussaint referred to Cass County Commission minutes of January <br />4, 1993, whereby she intended to appoint Commissioner Bernie Ness to <br />the Weed Control Board in place of Don Eckert so the county commission <br />would have representation on that board.
