Comm. Minutes--July 6, 1993 1059 19. 20. 21. Mr. Ness said he understands that when a day of per diem is charged, there will now be a written account of what was accomplished on that day. Mr. Selberg was in agreement, saying that there will be one rate of $45.00 per day for per diem, and a written description of the circumstances will be made and mileage will be documented. RESOLUTIONS #1993-15 AND #1993-16, Windsor Green Subdivision Attorney Dan Twichell and Jeffry Volk, Project Engineer for Street Improvement District #93-1 (Windsor Green Subdivision), were present. Mr. Twichell asked the county commission to first adopt a resolution determining not sufficient protests were filed since only two protests were received. State's Attorney John Goff recommended adopting said resolution since the two protests fall far short of the necessary majority to bar the Commission from proceeding. MOTION, passed Mr. Wieland moved and Mr. Risher seconded to authorize the chairman and county auditor to sign Resolution #1993-15 determining that not sufficient protests were filed on improvement in Street Improvement District No. 93-1 (Windsor Green Subdivision). On roll call vote, motion carried unanimously. Mr. Volk presented a tabulation of the bids opened at 10:00 AM on this date in the County Commission meeting room. He recommended that the commission award the iow bid of F-M Asphalt, Inc. in the amount of $38,946.50. MOTION, passed Mr. Wieland moved and Mr. Risher seconded to authorize the chairman and county auditor to sign Resolution #1993-16 accepting bid, showing receipt of engineer's statement of estimated cost and directing execution of contract for Street Improvement District No. 93-1. On roll call vote, motion carried unanimously. DRAIN #50, Quit Claim Deed signed MOTION, passed Mr. Eckert moved and Mr. Wieland seconded to authorize the chairman to sign quit claim deed from Cass County to James L. and Dolores M. Devitt reserving a drain right-of-way to the county, as reviewed and approved by State's Attorney John Golf. On roll call vote, motion carried unanimously. COMMUNITY SERVICE AND RESTITUTION Mr. Eckert has been serving on a Community Corrections Advisory Board, and he introduced Richard Hoekstra from the State of North Dakota, Division of Parole and Probation, to talk about a proposed grant application for a community service restitution program. He said the deadline for the application is July 15th, and he requested that Cass County Government apply for the grant, which is for calendar year 1994. Mr. Hoekstra said the total grant application is for $4,500, with a request of $1,395 in county matching funds. These funds could potentially be collected by the offenders participating in the program and turned over to the County, he said.
