Minutes--July 6, 1993 1059 <br /> <br />19. <br /> <br />20. <br /> <br />21. <br /> <br />Mr. Ness said he understands that when a day of per diem is charged, <br />there will now be a written account of what was accomplished on that <br />day. Mr. Selberg was in agreement, saying that there will be one rate <br />of $45.00 per day for per diem, and a written description of the <br />circumstances will be made and mileage will be documented. <br /> <br />RESOLUTIONS #1993-15 AND #1993-16, Windsor Green Subdivision <br />Attorney Dan Twichell and Jeffry Volk, Project Engineer for Street <br />Improvement District #93-1 (Windsor Green Subdivision), were present. <br />Mr. Twichell asked the county commission to first adopt a resolution <br />determining not sufficient protests were filed since only two protests <br />were received. State's Attorney John Goff recommended adopting said <br />resolution since the two protests fall far short of the necessary <br />majority to bar the Commission from proceeding. MOTION, passed <br /> Mr. Wieland moved and Mr. Risher seconded to authorize the <br /> chairman and county auditor to sign Resolution #1993-15 <br /> determining that not sufficient protests were filed on <br /> improvement in Street Improvement District No. 93-1 <br /> (Windsor Green Subdivision). On roll call vote, motion <br /> carried unanimously. <br /> <br />Mr. Volk presented a tabulation of the bids opened at 10:00 AM on this <br />date in the County Commission meeting room. He recommended that the <br />commission award the iow bid of F-M Asphalt, Inc. in the amount of <br />$38,946.50. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Risher seconded to authorize the <br /> chairman and county auditor to sign Resolution #1993-16 <br /> accepting bid, showing receipt of engineer's statement of <br /> estimated cost and directing execution of contract for <br /> Street Improvement District No. 93-1. On roll call vote, <br /> motion carried unanimously. <br /> <br />DRAIN #50, Quit Claim Deed signed MOTION, passed <br /> Mr. Eckert moved and Mr. Wieland seconded to authorize the <br /> chairman to sign quit claim deed from Cass County to James <br /> L. and Dolores M. Devitt reserving a drain right-of-way to <br /> the county, as reviewed and approved by State's Attorney <br /> John Golf. On roll call vote, motion carried unanimously. <br /> <br />COMMUNITY SERVICE AND RESTITUTION <br />Mr. Eckert has been serving on a Community Corrections Advisory Board, <br />and he introduced Richard Hoekstra from the State of North Dakota, <br />Division of Parole and Probation, to talk about a proposed grant <br />application for a community service restitution program. He said the <br />deadline for the application is July 15th, and he requested that Cass <br />County Government apply for the grant, which is for calendar year <br />1994. <br /> <br />Mr. Hoekstra said the total grant application is for $4,500, with a <br />request of $1,395 in county matching funds. These funds could <br />potentially be collected by the offenders participating in the program <br />and turned over to the County, he said. <br /> <br /> <br />
