Comm. Minutes--July 6, 1993 1058 17. 18. Step 1 Establish the budget/program/staff reductions needed. This step was done by the Board/Commission in January. Step 2 Review agency positions that are vacant or held by non- permanent employees. If those positions are available, employees whose positions are being eliminated may be directly hired according to state policy. Currently, Cass County does not have a reduction in force policy but the current county policy does not preclude a plan from allowing a direct transfer of duties if an employee meets the minimum qualifications for the position. Step 3 Establish a procedure for officially notifying affected employees that their positions will be reduced but that alternative employment options are available. Step 4 Allow affected employees to respond in a formal method to alternative employment options. MOTION, passed Mr. Risher moved and Mr. Wieland seconded to ratify Cass County Social Services Board action to support a localized welfare fraud investigator program. On roll call vote, motion carried unanimously. AUDIT RESPONSE, County Court trust fund/public administrator County Court Judge Georgia Dawson was present to respond to the state audit report which was completed for the year ending December 31, 1992, for Cass County Government. She reported that the County Court trust account is now current as of June 21, 1993, and she apologized for the delay but said the problem was due, in large part, to the amount of time it took to switch to a new computer system. The audit report also expressed some concern about the public administrator program. Judge Dawson said all of the expenses and all time spent by the current public administrator is documented. She said the needs of the judges are being met in terms of receiving necessary reports, and cases are being processed in a timely manner. Commissioners received a memo from Kathy Hogan, Social Services Director, dated June 21, 1993, expressing concern and asking the commission to look at the whole structure of the guardianship service. Mrs. Toussaint said she met with County Judge Frank Racek last week regarding the audit report~ and they discussed a time management study with the current public administrator, Marilyn Hawkinson. AUDIT RESPONSE, Southeast Cass Water Resource Manager per diem Fred Selberg, Chairman of the Southeast Cass Water Resource District, was present to discuss his per diem as mentioned in the state audit report. He said he will have less per diem and mileage now that the Sheyenne River diversion project is completed.
