Comm. Minutes--July 6, 1993 1058 <br /> <br />17. <br /> <br />18. <br /> <br />Step 1 <br /> <br />Establish the budget/program/staff reductions needed. This <br />step was done by the Board/Commission in January. <br /> <br />Step 2 <br /> <br />Review agency positions that are vacant or held by non- <br />permanent employees. If those positions are available, <br />employees whose positions are being eliminated may be <br />directly hired according to state policy. Currently, Cass <br />County does not have a reduction in force policy but the <br />current county policy does not preclude a plan from <br />allowing a direct transfer of duties if an employee meets <br />the minimum qualifications for the position. <br /> <br />Step 3 <br /> <br />Establish a procedure for officially notifying affected <br />employees that their positions will be reduced but that <br />alternative employment options are available. <br /> <br />Step 4 <br /> <br />Allow affected employees to respond in a formal method to <br />alternative employment options. <br /> <br />MOTION, passed <br />Mr. Risher moved and Mr. Wieland seconded to ratify Cass <br />County Social Services Board action to support a localized <br />welfare fraud investigator program. On roll call vote, <br />motion carried unanimously. <br /> <br />AUDIT RESPONSE, County Court trust fund/public administrator <br />County Court Judge Georgia Dawson was present to respond to the state <br />audit report which was completed for the year ending December 31, <br />1992, for Cass County Government. She reported that the County Court <br />trust account is now current as of June 21, 1993, and she apologized <br />for the delay but said the problem was due, in large part, to the <br />amount of time it took to switch to a new computer system. <br /> <br />The audit report also expressed some concern about the public <br />administrator program. Judge Dawson said all of the expenses and all <br />time spent by the current public administrator is documented. She <br />said the needs of the judges are being met in terms of receiving <br />necessary reports, and cases are being processed in a timely manner. <br /> <br />Commissioners received a memo from Kathy Hogan, Social Services <br />Director, dated June 21, 1993, expressing concern and asking the <br />commission to look at the whole structure of the guardianship service. <br /> <br />Mrs. Toussaint said she met with County Judge Frank Racek last week <br />regarding the audit report~ and they discussed a time management study <br />with the current public administrator, Marilyn Hawkinson. <br /> <br />AUDIT RESPONSE, Southeast Cass Water Resource Manager per diem <br />Fred Selberg, Chairman of the Southeast Cass Water Resource District, <br />was present to discuss his per diem as mentioned in the state audit <br />report. He said he will have less per diem and mileage now that the <br />Sheyenne River diversion project is completed. <br /> <br /> <br />
