Minutes--June 7, 1993 1041 <br /> <br />16. <br /> <br />17. <br /> <br />MOTION, passed <br />Mr. Risher moved and Mr. Ness seconded to invite the Cass <br />County Court Judges to the next Commission meeting to <br />explain how they will comply with the audit concerning <br />their department. On roll call vote, motion carried <br />unanimously. <br /> <br />HELPING H.A.N.D. FUNDS, Distribution approved <br />According to a memo from Social Services Director Kathy Hogan dated <br />May 24, 1993, Cass County was allocated $33,455 from the North Dakota <br />Housing Finance Agency for distribution in Cass County for housing <br />related projects. According to the memo, eight agencies submitted <br />requests totaling $74,880. <br /> <br />A task force was appointed in April by the Cass County Social Service <br />Board to develop grant criteria, to seek and review applications and <br />to make recommendations to the Commission for fund distribution. <br />Mr. Wieland served on the task force, along with Blake Strehlow, Ken <br />Johnson and Kathy Hogan, and he said the recommendation is to award <br />a total of $33,400 to six agencies with the balance of $55.00 being <br />used toward Cass County's costs of newspaper advertising, mailings and <br />meeting costs. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to approve the <br /> distribution of the Cass County Helping H.A.N.D. funds as <br /> recommended by the Housing Task Force and according to memo <br /> from Kathy Hogan dated May 24, 1993. On roll call vote, <br /> motion carried unanimously. <br /> <br />WEED BOARD PUBLIC HEARING TO RE-ESTABLISH DISTRICTS, Action postponed <br />A public hearing was advertised for this date and time on the Cass <br />County Commission agenda to consider re-establishing county weed <br />control districts. <br /> <br />Currently, Mr. Ness said the make-up of the Cass County Weed Control <br />Board is such that one member represents 80% of the people and the <br />remaining 20% are represented by the other four board members. He <br />expressed concern that the weed board proposed an 80% salary increase <br />for the weed control officer in last year's budget. He is also <br />concerned about their practice of spraying weeds on private property <br />without charging the respective landowner. He cited a paragraph in <br />the minutes of the March 29, 1993, weed control board meeting which <br />he and Mrs. Toussaint attended, and they suggested charging for weed <br />spraying on private property. However, the minutes reflect that after <br />Commissioners Toussaint and Ness left that meeting, the weed board <br />decided there was no justification for change in the present control <br />policy. <br /> <br />Since Cass County Government levies the tax but has no representation <br />on the County Weed Control Board, Mr. Ness proposed the following <br />resolution: <br /> <br />WHEREAS, through North Dakota Century Code, the Cass County Board of <br />Commissioners is directly responsible for controlling noxious weeds <br />by appointment of a weed board; and <br /> <br /> <br />
