Minutes--June 7, 1993 1042 WHEREAS, Cass County Board of Commissioners is responsible for the levy of taxes for the performance of activities as may be required to control noxious weeds; and WHEREAS, members of a county weed board are to be derived from contiguous geographic areas within the district; and WHEREAS, existing districts do not provide the Cass County Commission with the direct flow of problems and opportunities available in this important function for which it is accountable. MOTION, tabled THEREFORE, BE IT RESOLVED, and Mr. Ness moved the following: * Establish a five-member board to be known as the Cass County Government Weed Board (hereafter referred to as "weed board"). Membership shall be derived from the contiguous Cass County Commissioner Districts which were established in accordance with NDCC in 1990. Membership shall consist of the duly elected county commissioners from each district who shall be appointed into service by action of the Cass County Board of Commissioners at its regular meeting June 21, 1993. Terms of service on the "weed board" will be in accordance with state law but also in accordance with existing commission policy, which provides that no county commissioner can serve on the "weed board" beyond service as an elected commissioner. From this day forward, all workers who perform services in weed control for Cass County Government, full-time or other, shall be considered employees of Cass County Government. Personnel staff shall, therefore, immediately take the necessary steps to assure that all procedure and paperwork is put in order as would be the case for any employee of the county. Personnel staff shall also immediately review or establish PAQ's in conjunction with Personnel Overview Committee for salary ratings by Ernst and Young. The employment status of the Weed Control Officer is not to change at this time. Annual work plans and updates shall be submitted to the Cass County Board of Commissioners by the "weed board" as is required by all other departments of county government. Future actions of the "weed board" which materially depart from the annual budgetary authority granted to it by the Cass County Board of Commissioners shall have no effect or authority unless and until forwarded to the commission chairman and subsequently placed before the full board of commissioners at any of its regularly scheduled meetings for a recorded vote of "weed board" actions which will either be ratified or rejected by the board of commissioners.
