Comm. Minutes--June 7, 1993 1042 <br /> <br />WHEREAS, Cass County Board of Commissioners is responsible for the <br />levy of taxes for the performance of activities as may be required to <br />control noxious weeds; and <br /> <br />WHEREAS, members of a county weed board are to be derived from <br />contiguous geographic areas within the district; and <br /> <br />WHEREAS, existing districts do not provide the Cass County Commission <br />with the direct flow of problems and opportunities available in this <br />important function for which it is accountable. MOTION, tabled <br /> THEREFORE, BE IT RESOLVED, and Mr. Ness moved the following: <br /> <br />* Establish a five-member board to be known as the Cass County <br /> Government Weed Board (hereafter referred to as "weed board"). <br /> <br />Membership shall be derived from the contiguous Cass County <br />Commissioner Districts which were established in accordance with <br />NDCC in 1990. <br /> <br />Membership shall consist of the duly elected county <br />commissioners from each district who shall be appointed into <br />service by action of the Cass County Board of Commissioners at <br />its regular meeting June 21, 1993. Terms of service on the <br />"weed board" will be in accordance with state law but also in <br />accordance with existing commission policy, which provides that <br />no county commissioner can serve on the "weed board" beyond <br />service as an elected commissioner. <br /> <br />From this day forward, all workers who perform services in weed <br />control for Cass County Government, full-time or other, shall be <br />considered employees of Cass County Government. Personnel staff <br />shall, therefore, immediately take the necessary steps to assure <br />that all procedure and paperwork is put in order as would be the <br />case for any employee of the county. Personnel staff shall also <br />immediately review or establish PAQ's in conjunction with <br />Personnel Overview Committee for salary ratings by Ernst and <br />Young. The employment status of the Weed Control Officer is not <br />to change at this time. <br /> <br />Annual work plans and updates shall be submitted to the Cass <br />County Board of Commissioners by the "weed board" as is required <br />by all other departments of county government. Future actions <br />of the "weed board" which materially depart from the annual <br />budgetary authority granted to it by the Cass County Board of <br />Commissioners shall have no effect or authority unless and until <br />forwarded to the commission chairman and subsequently placed <br />before the full board of commissioners at any of its regularly <br />scheduled meetings for a recorded vote of "weed board" actions <br />which will either be ratified or rejected by the board of <br />commissioners. <br /> <br /> <br />
