Minutes--June 7, 1993 1040 <br /> <br />14. <br /> <br />15. <br /> <br />RESOLUTIONS #1993-13 & 1993-14 SPECIAL ASSESSMENT DISTRICT, Windsor <br />Green Subdivision <br />Kevin Bucholz of Moore Engineering requested Commission approval of <br />the plans and specifications for Windsor Green Subdivision special <br />assessment district. MOTION, passed <br /> Mr. Ness moved and Mr. Risher seconded to authorize the <br /> Chairman to sign Resolution #1993-13 approving plans and <br /> specifications for improvements in street improvement <br /> district No. 93-1 and to sign Resolution #1993-14 directing <br /> auditor to advertise for bids. On roll call vote, motion <br /> carried unanimously. <br /> <br />AUDIT REPORT, State Auditor's Office <br />Jim Brownlee was present to review the recent audit performed by the <br />State Auditor's Office for the year ended December 31, 1992, and he <br />said Cass County Government received a clean opinion for the second <br />year in a row. <br /> <br />In the management letter to the board of commissioners, Mr. Brownlee <br />said the clerk of county court had not updated the trust fund since <br />August, 1992, and he recommended keeping it updated. Also, he <br />recommended the clerk of county court deposit the bail money with the <br />county treasurer on a weekly basis, and more often when there are <br />large sums of money. <br /> <br />Activities of the public administrator were reviewed. Mr. Brownlee <br />said there has been some dispute as to whether expenses claimed are <br />allowable under social service regulations. He recommended that <br />disputed claims be resolved according to the public administrator's <br />contract. Also, the public administrator stated that she currently <br />has over 70 cases and is spending in excess of 70 hours per week on <br />these cases. Mr. Brownlee suggested investigating alternatives to <br />reduce this amount of work. <br /> <br />Compensation paid to board members of the water resource districts was <br />reviewed, and it appears that one board member's compensation is out <br />of the ordinary. The compensation paid in 1992 to a board member of <br />the Southeast Cass Water Resource District was $16,880 for per diem <br />and $3,114.75 for mileage. The per diem was for 331 days worked in <br />1992, or an average of 28 days per month. The mileage claimed was for <br />12,459 miles traveled. Mr. Brownlee said audit tests did not find any <br />legal violations because all per diem and travel was submitted and <br />approved by the full board of the Southeast Cass Water Resource <br />District, but the amounts were out of the ordinary in that they were <br />more than double that of the other members of that board. MOTION, passed <br /> Mr. Risher moved and Mr. Ness seconded that the Cass County <br /> Board of Commissioners requests the Chairman of Southeast <br /> Cass Water Resource District to appear before this county <br /> commission at the next meeting to substantiate the funds he <br /> received for per diem and mileage. On roll call vote, <br /> motion carried unanimously. <br /> <br /> <br />
