Comm. Minutes--Hay 17, 1993 1031. <br /> <br />15. <br /> <br />16. <br /> <br />1993 Cass County Health Fair, tentatively scheduled for the <br />fall of 1993 (the program will be described at the time of <br />the health fair, but available one time and at no charge to <br />the employee); 4) that any future smoking-related issues, <br />including but not limited to enforcement of this policy, be <br />forwarded to the Personnel Overview Committee for <br />recommendations rather than the Employee Benefit Review <br />Committee (due to the fact that deletion of a smoker's fee <br />removes the smoking issue from the realm of the Employee <br />Benefits Review Committee duties). Discussion: Mr. Risher <br />said this motion includes rescinding the action of April 5, <br />1993, that department heads be encouraged to hire non- <br />smokers. There being no further comments and at the call <br />for the question and on roll call vote, the motion carried <br />unanimously. <br /> <br />RESOLUTION #1993-11 ADOPTED FOR RIGHT OF WAY CONDEMNATION, County Road <br />#11 near Mapleton <br />County Engineer Keith Berndt said a road construction project is <br />scheduled to begin in May on County Road #11 near Mapleton, and only <br />one landowner has refused to accept the appraised value that was <br />offered for the purpose of acquiring the necessary right of way for <br />the project. In a memo to Commissioners dated May 5, 1993, Mr. Berndt <br />requested authorization to proceed with condemnation of approximately <br />.445 acres to avoid setting precedent of paying an amount significant- <br />ly over the appraised value of land. MOTION, passed <br /> Mr. Risher moved and Mr. Eckert seconded to authorize the <br /> County Engineer to proceed with right of way condemnation <br /> for County Road #11 reconstruction near Mapleton and adopt <br /> Resolution #1993-11 declaring the necessity of taking <br /> parcel of land owned by Kenneth Johnson, described as <br /> follows: the east 15' of the west 65' of the north <br /> 1291.68' more or less of the SW{ of Section 31, Township <br /> 140 North, Range 50 West of the 5th Principal Meridian, <br /> except all that portion previously set aside for right of <br /> way purposes (.445 acres more or less); and to direct a <br /> special board consisting of the county auditor, the county <br /> treasurer and the register of deeds to fix the damages for <br /> such taking. On roll call vote, motion carried <br /> unanimously. <br /> <br />PLANNING SERVICES, Status of search for county planner, contract with <br />Quanbeck Planning and Research <br />In a memo to Commissioners dated May 7, 1993, County Engineer Keith <br />Berndt reported on status of the search for a county planner, which <br />resulted in signing a contract earlier today with Joel Quanbeck. <br /> <br />Mr. Berndt said the County Planning Commission supports the concept <br />of a consultant planner, and he said the consultant will be hired on <br />a retainer basis to provide defined, ongoing planning services with <br />the fee being set at a flat, monthly rate. A second component of the <br />contract is defined projects, with the project fee and completion date <br /> <br /> <br />
