On roll <br />call vote, motion carried unanimously. <br /> <br />Hardrives, Inc. of St. Cloud, MN bid of $702,262.36 for <br />bituminous paving for County Roads 6, 7 and 9 (contractor <br />allowed to haul weights up to the weights allowed on State <br />roads, per memo dated May 14, 1993 from County Engineer); <br /> <br />McLaughlin and Schulz, Inc. of Marshall, MN bid of <br />$223,048.77 for asphalt seal coats for County Roads 5, 6, <br />15, 16 and 26; <br /> <br />- Quanbeck Planning and Research, <br /> planning services; <br /> <br />Fargo, <br /> <br />ND for county <br /> <br />- CompuServe, Inc. of Columbus, OH to establish a business <br /> account for on-line information service. <br /> <br />APPOINTMENT TO ELECTION COMMITTEE, Bernie Ness appointed <br /> MOTION, passed <br /> Mr. Ness moved and Mr. Risher seconded to approve <br /> appointment of Bernie Ness to an election committee for <br /> consolidated county and city elections. On roll call vote, <br /> motion carried unanimously. <br /> <br />RESOLUTION #1993-10 SPECIAL ASSESSMENT DISTRICT, Windsor Green Subd. <br />Attorney Daniel Twichell presented a resolution declaring work <br />necessary relating to Street Improvement District No. 93-1, Windsor <br />Green Subdivision. <br /> MOTION, passed <br /> Mr. Eckert moved and Mr. Ness seconded to authorize the <br /> chairman to sign Resolution #1993-10 declaring work <br /> necessary for street improvements in Windsor Green <br /> Subdivision. On roll call vote, motion carried <br /> unanimously. <br /> <br />PERSONNEL POLICY AMENDED, Smoking banned in county buildings and <br />county vehicles effective July 1, 1993 MOTION, passed <br /> Mr. Risher moved and Mr. Ness seconded to accept the <br /> recommendation of the Employee Benefits Review Committee <br /> whereby the five-point smoking policy adopted at the April <br /> 5, 1993, meeting of the Cass County Board of Commissioners <br /> is hereby rescinded; and that the following four-point <br /> policy be adopted in its place: 1) that the Cass County <br /> Board of Commissioners declare all county buildings and <br /> county vehicles to be smoke free, effective July 1, 1993; <br /> 2) that effective July 1, 1993, the Personnel Policy <br /> Manual, Section 6.10, be amended to delete paragraph 6 on <br /> page 1 which required all employees to complete a <br /> smoking/non-smoking form and required smokers or an <br /> employee who resides with someone who smokes to pay an <br /> additional monthly cost of $35 for health insurance <br /> coverage; 3) that Cass County offer a smokers treatment <br /> program to all Cass County employees who smoke during the <br /> <br /> <br />
