Minutes--May 3, 1993 1025 <br /> <br />11. <br /> <br />Mr. Berndt was concerned that it is very open-ended to say <br />that improved safety measures be taken wherever possible. <br />On the list of items submitted by the Davenport area <br />residents at the last county commission meeting, Mr. Berndt <br />said all of items a - n are resolved by doing option #1, <br />except for two items. Three times, the Chairman called for <br />a second to the motion but hearing none, the motion failed. <br /> <br />Mr. Berndt said the residents' concern about safety was they felt that <br />the side slope of the road itself and the back-slope of the ditch, <br />especially on the dikes, is too steep. The Road Advisory Committee <br />did not recommend changing the side slopes of the road nor the back- <br />slopes of most of the ditches, however, in the three-mile stretch <br />where right-of-way is to be purchased, the dike could be pushed back <br />or removed at the time the county is doing some ditch cleaning. Mr. <br />Ness said the water resource district and adjacent landowners would <br />be concerned if changes are made in the dikes they constructed, but <br />the county could change the dikes that will be on county right-of-way. <br /> <br />MOTION, passed <br />Mr. Ness moved and Mr. Risher seconded to approve the <br />recommendations of the Road Advisory Committee regarding <br />County Road 16, which include acquisition of additional <br />right-of-way on the north side of County Road 16 for three <br />miles adjacent to the deteriorated rural electric poles, <br />and agree that minor ditch cleaning will be performed as <br />necessary to provide adequate drainage. On roll call vote, <br />the motion carried with four members voting "Aye" and Mr. <br />Eckert opposing. <br />MOTION, passed <br />Mr. Risher moved and Mr. Ness seconded to approve county <br />engineer's request to use county crews to perform work on <br />County Road 16 west of Davenport even though it will exceed <br />the $30,000 guideline. This is based on items a - e in the <br />county engineer's memo of April 23, 1993. On roll call <br />vote, motion carried unanimously. <br /> <br />COMMISSION POLICY MANUAL, SECTION 4.00 (ADVISORY BOARDS) AMENDED, <br />Vector Control, Special Assessment Commission <br />Mr. Eckert asked for discussion on the proposed appointment of Keith <br />Berndt to the Vector Control Board because he is concerned about over- <br />loading Mr. Berndt with added responsibilities. With the recent <br />resignation of Walter Valovage, Mr. Ness said he recommended that <br />Keith Berndt be appointed to fill the unexpired term. Mr. Wieland <br />suggested appointing Mr. Berndt until the end of this mosquito season <br />but Mr. Ness was agreeable to appoint him to the end of this year. <br /> MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to amend Commission <br /> Policy Manual Section 4.00, Advisory Boards, to appoint <br /> Keith Berndt to the Vector Control Board to replace Walter <br /> Valovage through December 31, 1993.
