Comm. Minutes--May 3, 1993 1024 <br /> <br />10. <br /> <br />MOTION, passed <br />Mr. Risher moved and Hr. Ness seconded to adopt the County <br />Planning mission statement, planning goals, planning <br />organization chart and planning organization responsibil- <br />ities, adding it to Section 24 of the Cass County <br />Commission Policy Manual; and to approve the revised <br />subdivision application fees as follows: Simple Subdivi- <br />sion: $150 base fee plus an hourly rate of $27/hour for <br />County Planner time for a total cost not to exceed $800; <br />and for Non-Simple Subdivision: $250 base fee plus an <br />hourly rate of $27/hour for County Planner time for a total <br />cost not to exceed $2,000. On roll call vote, motion <br />carried unanimously. <br /> <br />ROAD ADVISORY COMMITTEE, Recommendations approved on County Road 16 <br />A memo was received from County Engineer Keith Berndt dated April <br />23rd~ 1993, requesting approval of the Road Advisory Committee <br />recommendations concerning County Road 16 west of Davenport, in <br />accordance with a motion passed by the Road Advisory Committee at a <br />meeting held April 22, 1993. <br /> <br />Mr. Eckert asked to move this item from the consent agenda. His <br />concern is that the people in the Davenport area should have a firm <br />commitment by the county on what improvements will be made on this <br />road. He said proposed enhancements to the road were mentioned at the <br />committee meeting and he wants this spelled out in the commission <br />minutes. <br /> <br />Mr. Wieland said the Road Advisory Committee was very specific in the <br />recommendations that were approved on April 22nd. Mr. Berndt's memo <br />of April 23rd said it was agreed that the acquisition of additional <br />right of way on the north side of the road for three miles adjacent <br />to the deteriorated Cass Rural Electric poles would be included and <br />that minor ditch cleaning would be performed as necessary to provide <br />adequate drainage. <br /> MOTION, failed <br /> Motion was made by Mr. Eckert to approve the Road Advisory <br /> Committee recommendations regarding County Road 16 west of <br /> Davenport with the following specifics as outlined by the <br /> road engineer: 1) it was agreed upon by the Road Advisory <br /> Committee that three miles of additional right-of-way be <br /> obtained on the north side where the rural electric poles <br /> are to be moved; 2) the dike that will be county property <br /> at whatever time this is to be accomplished be maintained <br /> and made more safe because there is a sharp bank that can <br /> create a safety problem; 3) drainage is addressed in the <br /> proposal and should be taken care of to a satisfactory <br /> condition on all of the five miles of road west of <br /> Davenport; and 4) that wherever possible, measures be taken <br /> to improve safety in these five miles of County Road 16 <br /> west of Davenport. <br /> <br /> <br />
