Minutes--May 3, 1993 1023 "SEVERE SUMMER WEATHER AWARENESS DAY", Proclaimed for May 6, 1993 MOTION, passed Mr. Eckert moved and Mr. Risher seconded to authorize the Chairman to sign proclamation declaring May 6, 1993, as "Severe Summer Weather Awareness Day." On roll call vote, motion carried unanimously. CONTRACT APPROVAL, Bridge replacements; Intergovernmental Service Agreement; Schipper Construction MOTION, passed Mr. Eckert moved and Mr. Risher seconded to approve the following contracts reviewed by State's Attorney and signed by respective department heads and portfolio commissioners, and authorize the chairman to sign: Bridge replacements-- authorize North Dakota Department of Transportation to award contracts to the low bidders as outlined in a memo from County Engineer Keith Berndt dated April 23, 1993, for the Sheyenne River in Horace and the Wild Rice River on County Road 18 in Sections 22-27, Pleasant Township; Intergovernmental Service Agreement between U.S. Immigra- tion and Naturalization Service and the Cass County Jail; Schipper Construction--County Road 26 from State Highway No. 38 east to County Road No. 5 and County Road No. 11 from County Road No. 22 south to Interstate 94. On roll call vote, motion carried unanimously. U.S. FISH & WILDLIFE SERVICE, Payment in lieu of property taxes Earlier today, Harris Hoistad from the U.S. Fish and Wildlife Service, Valley City Wetland Management District, gave the Cass County Auditor a check in the amount of $8,708 for 1992 Refuge Revenue Sharing as payment in lieu of property taxes. Mr. Hoistad was present at this time and said this check represents 81.7% of actual taxes on land owned by the Federal Government and managed by the U.S. Fish and Wildlife Service within Cass County. PLANNING MISSION STATEMENT/ORGANIZATION AND FEES, Approved Commissioners received a memo dated April 23rd, 1993, from County Engineer Keith Berndt outlining recommendations developed by a subcommittee of the Planning Commission, and these recommendations were adopted at the Planning Commission meeting of April l, 1993. Mr. Eckert asked to move this item from the consent agenda· He was concerned about the responsibilities of the county engineer serving as department head for the county planning staff and asked about having the planner report to the commission on technical matters. Mrs. Toussaint said department heads should report to the commission rather than their employees and it is important to keep communication open with department heads. Mr. Ness said the Planning Commission spent a considerable amount of time preparing this recommendation. Mr. Berndt responded to Mr. Eckert by saying that nothing would preclude him from having the planner speak directly to the commission on technical matters.
