Comm. Minutes--May 3, 1993 1023 <br /> <br />"SEVERE SUMMER WEATHER AWARENESS DAY", Proclaimed for May 6, 1993 <br /> MOTION, passed <br /> Mr. Eckert moved and Mr. Risher seconded to authorize the <br /> Chairman to sign proclamation declaring May 6, 1993, as <br /> "Severe Summer Weather Awareness Day." On roll call vote, <br /> motion carried unanimously. <br /> <br />CONTRACT APPROVAL, Bridge replacements; Intergovernmental Service <br />Agreement; Schipper Construction MOTION, passed <br /> Mr. Eckert moved and Mr. Risher seconded to approve the <br /> following contracts reviewed by State's Attorney and signed <br /> by respective department heads and portfolio commissioners, <br /> and authorize the chairman to sign: Bridge replacements-- <br /> authorize North Dakota Department of Transportation to <br /> award contracts to the low bidders as outlined in a memo <br /> from County Engineer Keith Berndt dated April 23, 1993, for <br /> the Sheyenne River in Horace and the Wild Rice River on <br /> County Road 18 in Sections 22-27, Pleasant Township; <br /> Intergovernmental Service Agreement between U.S. Immigra- <br /> tion and Naturalization Service and the Cass County Jail; <br /> Schipper Construction--County Road 26 from State Highway <br /> No. 38 east to County Road No. 5 and County Road No. 11 <br /> from County Road No. 22 south to Interstate 94. On roll <br /> call vote, motion carried unanimously. <br /> <br />U.S. FISH & WILDLIFE SERVICE, Payment in lieu of property taxes <br />Earlier today, Harris Hoistad from the U.S. Fish and Wildlife Service, <br />Valley City Wetland Management District, gave the Cass County Auditor <br />a check in the amount of $8,708 for 1992 Refuge Revenue Sharing <br />as payment in lieu of property taxes. Mr. Hoistad was present at this <br />time and said this check represents 81.7% of actual taxes on land <br />owned by the Federal Government and managed by the U.S. Fish and <br />Wildlife Service within Cass County. <br /> <br />PLANNING MISSION STATEMENT/ORGANIZATION AND FEES, Approved <br />Commissioners received a memo dated April 23rd, 1993, from County <br />Engineer Keith Berndt outlining recommendations developed by a <br />subcommittee of the Planning Commission, and these recommendations <br />were adopted at the Planning Commission meeting of April l, 1993. <br /> <br />Mr. Eckert asked to move this item from the consent agenda· He was <br />concerned about the responsibilities of the county engineer serving <br />as department head for the county planning staff and asked about <br />having the planner report to the commission on technical matters. <br />Mrs. Toussaint said department heads should report to the commission <br />rather than their employees and it is important to keep communication <br />open with department heads. Mr. Ness said the Planning Commission <br />spent a considerable amount of time preparing this recommendation. <br /> <br />Mr. Berndt responded to Mr. Eckert by saying that nothing would <br />preclude him from having the planner speak directly to the commission <br />on technical matters. <br /> <br /> <br />
