SOCIAL SERVICES, Out-of-state travel, new hires approved MOTION, passed Mr. Risher moved and Mr. Wieland seconded to approve out- of-state travel for Norean Hoots, Social Services employee, to Detroit Lakes, MN on April 2, 1993, to attend a conference for a child in foster care. On roll call vote, motion carried unanimously. MOTION, passed Mr. Risher moved and Mr. Wieland seconded to approve hiring an Eligibility Worker I on July 1, 1993, and a Social Worker III on June 1, 1993. On roll call vote, motion carried unanimously. 13. CONTRACT APPROVAL, Metropolitan Council of Governments MOTION, passed Mr. Risher moved and Mr. Wieland seconded to approve contract with Metropolitan Council of Governments (COG) to allow Cass County to receive federal pass-through funds from COG to proceed with inter-governmental roadway study; the scope of work having been approved by the Cass County Commission, Fargo and West Fargo City Commissions. On roll call vote, motion carried unanimously. 14. COURTHOUSE PARKING LOT IMPROVEMENTS, Bid award County Engineer Keith Berndt provided the bid tabulation for Cass County Courthouse and Juvenile Justice Center parking lot improvements. Bid opening was held at 10:00 AM on March 29, 1993, and the Parking Lot Committee recommends awarding the low bid of F-M Asphalt, with the exception of Alternate No. 1, (complete irrigation system at Courthouse), for a total of $195,430. MOTION, passed Mr. Risher moved and Mr. Ness seconded to award the bid for parking lot improvements to F-M Asphalt for $195,430; and to transfer $136,000 from the future building projects fund to the parking lot fund. On roll call vote, motion carried unanimously. 15. POLICY ON SMOKING, Decision to ban smoking by January 1, 1994 Mr. Risher said the Employee Benefits Review Committee met March 22nd, and one topic of discussion was the current smoking policy. He said statistics provided by the Blue Cross/Blue Shield representative show that, on an average, people who smoke utilize health insurance almost 30% more than non-smokers; and he was informed that an additional fee of $35 per month would more accurately reflect the additional medical problems associated with smoking or second-hand smoke. The Commission discussed an implementation plan which Mr. Risher presented per memo of March 26, 1993. The plan includes a ban on smoking in all county office buildings by January 1, 1994; amending current policies concerning smoking; paying from the health insurance program for one-half of the enrollment fee, up to $50.00, for employees and family members on the Blue Cross/Blue Shield plan who participate in a stop-smoking program. Mr. Wieland said the smoking ban will apply to all people in all county buildings when implemented.
