Minutes--April 5, 1993 1013 <br /> <br />12. <br /> <br />SOCIAL SERVICES, Out-of-state travel, new hires approved <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Wieland seconded to approve out- <br /> of-state travel for Norean Hoots, Social Services employee, <br /> to Detroit Lakes, MN on April 2, 1993, to attend a <br /> conference for a child in foster care. On roll call vote, <br /> motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Risher moved and Mr. Wieland seconded to approve hiring <br />an Eligibility Worker I on July 1, 1993, and a Social <br />Worker III on June 1, 1993. On roll call vote, motion <br />carried unanimously. <br /> <br />13. <br /> <br />CONTRACT APPROVAL, Metropolitan Council of Governments MOTION, passed <br /> Mr. Risher moved and Mr. Wieland seconded to approve <br /> contract with Metropolitan Council of Governments (COG) to <br /> allow Cass County to receive federal pass-through funds <br /> from COG to proceed with inter-governmental roadway study; <br /> the scope of work having been approved by the Cass County <br /> Commission, Fargo and West Fargo City Commissions. On roll <br /> call vote, motion carried unanimously. <br /> <br />14. <br /> <br />COURTHOUSE PARKING LOT IMPROVEMENTS, Bid award <br />County Engineer Keith Berndt provided the bid tabulation for Cass <br />County Courthouse and Juvenile Justice Center parking lot <br />improvements. Bid opening was held at 10:00 AM on March 29, 1993, and <br />the Parking Lot Committee recommends awarding the low bid of F-M <br />Asphalt, with the exception of Alternate No. 1, (complete irrigation <br />system at Courthouse), for a total of $195,430. MOTION, passed <br /> Mr. Risher moved and Mr. Ness seconded to award the bid for <br /> parking lot improvements to F-M Asphalt for $195,430; and <br /> to transfer $136,000 from the future building projects fund <br /> to the parking lot fund. On roll call vote, motion carried <br /> unanimously. <br /> <br />15. <br /> <br />POLICY ON SMOKING, Decision to ban smoking by January 1, 1994 <br />Mr. Risher said the Employee Benefits Review Committee met March 22nd, <br />and one topic of discussion was the current smoking policy. He said <br />statistics provided by the Blue Cross/Blue Shield representative show <br />that, on an average, people who smoke utilize health insurance almost <br />30% more than non-smokers; and he was informed that an additional fee <br />of $35 per month would more accurately reflect the additional medical <br />problems associated with smoking or second-hand smoke. <br /> <br />The Commission discussed an implementation plan which Mr. Risher <br />presented per memo of March 26, 1993. The plan includes a ban on <br />smoking in all county office buildings by January 1, 1994; amending <br />current policies concerning smoking; paying from the health insurance <br />program for one-half of the enrollment fee, up to $50.00, for <br />employees and family members on the Blue Cross/Blue Shield plan who <br />participate in a stop-smoking program. Mr. Wieland said the smoking <br />ban will apply to all people in all county buildings when implemented. <br /> <br /> <br />
