Comm. Minutes--March 8, 1993 1002 11. 12. Identifying barriers to cooperation that require local and state legislative action, formulating proposals, and providing support for their adoption. Identifying desirable financing methods for maintenance and improvements including opportunities to leverage or secure new state, federal, or private sector assistance. Researching and sharing information on innovative maintenance, design, finance and construction strategies currently being utilized by Cass County jurisdictions and nearby areas. Encouraging each jurisdiction to establish sound, uniform financing policies that cost-effectively maximize available resources. Products: The product of this task will be the Cass County Intergovernmental Road Policy Study, which will address through a cooperative, inter- jurisdictional process major transportation policy issues that affect both local and state decisions. The study will make recommendations to be considered for adoption by the affected jurisdictions. MOTION, passed Mr. Eckert moved and Mr. Ness seconded to approve a Road Department request to increase the 1993 training budget by $1,500 and decrease the overtime budget by $1,500. On roll call vote, motion carried unanimously. MOTION, passed Mr. Eckert moved and Mr. Ness seconded to approve bid advertisements for grading County Road 11 from Interstate- 94 at Mapleton north 6 miles, and for County Road 26 from State Highway 38 east 8 miles to County Road 5; with a bid opening date set for April 15, 1993, at 10:00 AM. On roll call vote, motion carried unanimously. BEER AND LIQUOR LICENSE, Issued to Willard Desotel, Wild Rice bar MOTION, passed Mr. Eckert moved and Mr. Ness seconded to issue county beer and liquor license to Willard Desotel at the Wild Rice bar for the remainder of 1993, in the event that the bar is no longer operated by Scott Lomsdal as indicated by Mr. Desotel. On roll call vote, motion carried unanimously. The application was reviewed by the Cass County State's Attorney and the Sheriff's Department, and approval was granted by the Stanley Township Board of Supervisors. CONTRACT APPROVAL, D.C. Trautman Co. and Dakota Electric Construction for courthouse remodeling security MOTION, passed Mr. Eckert moved and Mr. Ness seconded to approve the above contracts as reviewed by the State's Attorney and signed by respective department head and portfolio commissioner; and authorize the chairman to sign. On roll call vote, motion carried unanimously.
