Minutes--March 8, 1993 1002 <br /> <br />11. <br /> <br />12. <br /> <br />Identifying barriers to cooperation that require local and state <br />legislative action, formulating proposals, and providing support for <br />their adoption. <br /> <br />Identifying desirable financing methods for maintenance and <br />improvements including opportunities to leverage or secure new state, <br />federal, or private sector assistance. <br /> <br />Researching and sharing information on innovative maintenance, design, <br />finance and construction strategies currently being utilized by Cass <br />County jurisdictions and nearby areas. <br /> <br />Encouraging each jurisdiction to establish sound, uniform financing <br />policies that cost-effectively maximize available resources. <br /> <br />Products: <br />The product of this task will be the Cass County Intergovernmental <br />Road Policy Study, which will address through a cooperative, inter- <br />jurisdictional process major transportation policy issues that affect <br />both local and state decisions. The study will make recommendations <br />to be considered for adoption by the affected jurisdictions. <br /> <br />MOTION, passed <br />Mr. Eckert moved and Mr. Ness seconded to approve a Road <br />Department request to increase the 1993 training budget by <br />$1,500 and decrease the overtime budget by $1,500. On roll <br />call vote, motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Eckert moved and Mr. Ness seconded to approve bid <br />advertisements for grading County Road 11 from Interstate- <br />94 at Mapleton north 6 miles, and for County Road 26 from <br />State Highway 38 east 8 miles to County Road 5; with a bid <br />opening date set for April 15, 1993, at 10:00 AM. On roll <br />call vote, motion carried unanimously. <br /> <br />BEER AND LIQUOR LICENSE, Issued to Willard Desotel, Wild Rice bar <br /> MOTION, passed <br /> Mr. Eckert moved and Mr. Ness seconded to issue county beer <br /> and liquor license to Willard Desotel at the Wild Rice bar <br /> for the remainder of 1993, in the event that the bar is no <br /> longer operated by Scott Lomsdal as indicated by Mr. <br /> Desotel. On roll call vote, motion carried unanimously. <br /> The application was reviewed by the Cass County State's <br /> Attorney and the Sheriff's Department, and approval was <br /> granted by the Stanley Township Board of Supervisors. <br /> <br />CONTRACT APPROVAL, D.C. Trautman Co. and Dakota Electric Construction <br />for courthouse remodeling security MOTION, passed <br /> Mr. Eckert moved and Mr. Ness seconded to approve the above <br /> contracts as reviewed by the State's Attorney and signed by <br /> respective department head and portfolio commissioner; and <br /> authorize the chairman to sign. On roll call vote, motion <br /> carried unanimously. <br /> <br /> <br />
