Comm. Minutes--March 8, 1993 1003 13. ROAD FUNDING POLICY ADOPTED, Fargo request approved for participation in resurfacing of 19th Avenue North Keith Berndt reported that a committee met on Friday, February 26th, at the County Commission's directive from the last meeting to develop policy concerning county participation in asphalt surfacing projects. Consideration of a request from the City of Fargo to help resurface 19th Avenue North was delayed from the last meeting since the county did not have policy concerning such requests. Mr. Berndt said the policy he drafted was revised by the committee and now contains a total of ll criteria. If a project doesn't meet the minimum criteria, the Commission would not be asked to consider it. However, if the criteria are met, participation is still subject to County Board of Commissioners approval on a project-by-project basis. Mr. Eckert said he is not in favor of adopting this policy because the Commission passed a motion earlier today authorizing the county engineer to proceed with an intergovernmental roadway policy study. Mr. Berndt said the funding participation policy being discussed at this time will be encompassed in the intergovernmental policy. Mr. Eckert said he has a problem with adopting policy to accommodate the issue at hand, 19th Avenue North. Mrs. Toussaint said the Commission suggested at the last meeting to draft a policy for all future projects, not a specific roadway. Mr. Wieland said he was concerned about being asked to participate in a project without having a policy at all. He said the County Commission attempted to adopt an inter-jurisdictional policy the last couple of years and received cooperation from the City of Fargo but not the City of West Fargo. Mr. Ness said the criteria in the funding participation policy may be changed or improved in the intergovernmental study, but adopting policy now will make it formal and ensure that requests do not come to the Commission unless they meet the minimum criteria. MOTION, passed Mr. Ness moved and Mr. Wieland seconded to adopt policy for inclusion in the Commission Policy Manual, Section 9.30, on county funding participation in asphalt surfacing of gravel roads. On roll call vote, the motion carried with four members voting "Aye" and Mr. Eckert opposing. Mr. Wieland asked the Commission to consider at this time the request from the last meeting for participation in 19th Avenue North resurfacing between 45th Street and Interstate 29. Mr. Eckert questioned whether this is in order since the request was not included on the agenda. Mrs. Toussaint said the request was postponed from the last meeting until a policy was adopted, and it can be included under the road funding item on today's agenda. MOTION, passed Mr. Ness moved and Mr. Risher seconded to approve the request from the City of Fargo to participate in the resurfacing of 19th Avenue North by providing $100,000 from the Road Fund toward the project. Motion carried on roll call vote with four members voting "Aye" and Mr. Eckert opposing.
