Comm. Minutes--March 8, 1993 1003 <br /> <br />13. <br /> <br />ROAD FUNDING POLICY ADOPTED, Fargo request approved for participation <br />in resurfacing of 19th Avenue North <br />Keith Berndt reported that a committee met on Friday, February 26th, <br />at the County Commission's directive from the last meeting to develop <br />policy concerning county participation in asphalt surfacing projects. <br />Consideration of a request from the City of Fargo to help resurface <br />19th Avenue North was delayed from the last meeting since the county <br />did not have policy concerning such requests. <br /> <br />Mr. Berndt said the policy he drafted was revised by the committee and <br />now contains a total of ll criteria. If a project doesn't meet the <br />minimum criteria, the Commission would not be asked to consider it. <br />However, if the criteria are met, participation is still subject to <br />County Board of Commissioners approval on a project-by-project basis. <br /> <br />Mr. Eckert said he is not in favor of adopting this policy because the <br />Commission passed a motion earlier today authorizing the county <br />engineer to proceed with an intergovernmental roadway policy study. <br />Mr. Berndt said the funding participation policy being discussed at <br />this time will be encompassed in the intergovernmental policy. <br /> <br />Mr. Eckert said he has a problem with adopting policy to accommodate <br />the issue at hand, 19th Avenue North. Mrs. Toussaint said the <br />Commission suggested at the last meeting to draft a policy for all <br />future projects, not a specific roadway. Mr. Wieland said he was <br />concerned about being asked to participate in a project without having <br />a policy at all. He said the County Commission attempted to adopt an <br />inter-jurisdictional policy the last couple of years and received <br />cooperation from the City of Fargo but not the City of West Fargo. <br /> <br />Mr. Ness said the criteria in the funding participation policy may be <br />changed or improved in the intergovernmental study, but adopting <br />policy now will make it formal and ensure that requests do not come <br />to the Commission unless they meet the minimum criteria. MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to adopt policy for <br /> inclusion in the Commission Policy Manual, Section 9.30, on <br /> county funding participation in asphalt surfacing of gravel <br /> roads. On roll call vote, the motion carried with four <br /> members voting "Aye" and Mr. Eckert opposing. <br /> <br />Mr. Wieland asked the Commission to consider at this time the request <br />from the last meeting for participation in 19th Avenue North <br />resurfacing between 45th Street and Interstate 29. Mr. Eckert <br />questioned whether this is in order since the request was not included <br />on the agenda. Mrs. Toussaint said the request was postponed from the <br />last meeting until a policy was adopted, and it can be included under <br />the road funding item on today's agenda. MOTION, passed <br /> Mr. Ness moved and Mr. Risher seconded to approve the <br /> request from the City of Fargo to participate in the <br /> resurfacing of 19th Avenue North by providing $100,000 from <br /> the Road Fund toward the project. Motion carried on roll <br /> call vote with four members voting "Aye" and Mr. Eckert <br /> opposing. <br /> <br /> <br />
