Minutes--March 8, 1993 1001 <br /> <br />10. <br /> <br />ROAD DEPARTMENT, Utility agreements; employee hire; road design <br />guidelines; road study scope of work; training budget adjustment; bid <br />advertisement for grading projects MOTION, passed <br /> Mr. Eckert moved and Mr. Ness seconded to authorize the <br /> chairman to sign utility agreements with U.S. West <br /> Communications and Cass County Electric Cooperative, as <br /> presented by the County Engineer. On roll call vote, <br /> motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Eckert moved and Mr. Ness seconded to authorize the <br />County Engineer to hire two temporary employees, according <br />to memorandum of February 26, 1993. On roll call vote, <br />motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Eckert moved and Mr. Ness seconded to authorize the <br />chairman to sign the design standard guideline form for <br />major collector and township routes, as prepared by the <br />County Engineer, in response to North Dakota Department of <br />Transportation letter of January 8, 1993. On roll call <br />vote, motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Eckert moved and Mr. Ness seconded to approve the <br />following Scope of Work for Inter-governmental Roadway <br />Policy Study and authorize the County Engineer to proceed <br />with the study: On roll call vote, motion carried <br />unanimously. <br /> <br />CASS COUNTY INTERGOVERNMENTAL ROADWAY POLICY STUDY <br /> <br />Objective: <br />The objective of this study will be to cooperatively develop intra- <br />county transportation policies that will ultimately lead to smoother <br />project implementation, more efficiencies in the use of transportation <br />funds, and better intergovernmental cooperation. Such a proposed <br />planning process represents a unique opportunity to coordinate state <br />and local transportation programs at a time when new federal <br />legislation has substantially affected the relationship among the <br />levels of governments that provide transportation services and <br />infrastructure. <br /> <br />Study Activities: <br />Discussing transportation issues of common interest to all levels of <br />Cass County jurisdictions and prioritizing them into a plan of action. <br /> <br />Identifying roadways and associated issues of inter-jurisdictional <br />significance. <br /> <br />Defining responsibilities for improvement and maintenance of inter- <br />jurisdictional roadways. <br /> <br /> <br />
