Comm. Minutes--February 16, 1993 997 <br /> <br />17. <br /> <br />Mr. Risher asked if the road will be designed for heavy truck traffic, <br />and Mr. Bittner said it is being designed similar to paved portions <br />of 45th Street, anticipating a 10-year life. Mr. Risher also asked <br />about future maintenance, and Mr. Bittner said an agreement of <br />understanding would have to be worked out with the township since it <br />is a township road. <br /> <br />Mr. Wieland thinks the project has merit and he wants to cooperate <br />with the City of Fargo on this project, but he would not want to <br />assume the road as a county road and would not be interested in <br />participating in future maintenance, signage or snow removal. He said <br />the county has attempted to adopt policy on contributing to road <br />projects other than on county roads in the past, and he would want a <br />policy in place before approving this request today. <br /> <br />Mr. Berndt said he is working out the details of a draft scope of work <br />for review by the Fargo-Moorhead Metropolitan Council of Governments <br />regarding such a policy but expects it will be a 3-6 month study. <br /> <br />Mrs. Toussaint suggested placing this item on the agenda for the first <br />meeting in March and establish who will draft a policy, to be prepared <br />by the next agenda. Commissioners Wieland and Ness, Keith Berndt and <br />Bruce Furness were appointed to draft policy. Mr. Wieland said the <br />group will meet Friday, February 26th, at 2:00 PM in the Courthouse. <br /> <br />PARK BOARD MEMBERSHIP; JOINT DISPATCH UPDATE; LEGISLATION; COMMISSION <br />MEETING CHANGE FOR MARCH MEETINGS; EMPLOYEE REWARDS; MANAGEMENT <br />SEMINAR; Committee reports <br />Regarding County Park Board appointments, Mr. Eckert wondered if <br />someone can serve on the Park Board if they live outside of the county <br />park taxing district. Mrs. Toussaint said appointments will be <br />scheduled the first meeting in March. <br /> <br />Mr. Wieland said the Joint Dispatch Council met earlier today with the <br />user group, and the Council reviewed some of the financing options. <br />The next meeting is scheduled for March 16th, 1993, at 7:30 AM in the <br />County Commission meeting room. <br /> <br />Mr. Wieland suggested cancelling the in-house, Friday legislative <br />meetings because it is cross-over week at the State Legislature, and <br />no reports will be available. Commissioners were in agreement. <br />County Coordinator Bonnie Johnson said a proposed bill imposing bid <br />requirements on counties was defeated on the floor of the Senate, but <br />the vote was close. <br /> <br />Mr. Risher said he will be attending a National Association of <br />Counties conference in Washington, D.C. and will miss the March 1st, <br />1993, County Commission meeting. Since other members of the <br />Commission also have conflicts with the regularly scheduled meetings <br />in March, the County Commission will meet March 8 and March 22, 1993, <br />instead of meeting on the first and third Mondays in March. <br /> <br /> <br />
