Minutes--February 16, 1993 996 <br /> <br />15. <br /> <br />16. <br /> <br />Sheriff Rudnick said specific numbers are being neutralized to reflect <br />changes in the jail's population, but he said most policies did not <br />change from the previous manual. State's Attorney John Goff is <br />reviewing the policies as changes are made, and Sheriff Rudnick said <br />the State's Attorney has suggested some terminology changes, and <br />spelling errors are being corrected. Commissioners will receive a new <br />manual after these corrections are made, which will be by next week, <br />the sheriff said. Mr. Goff said the policies, as a whole, are fairly <br />comprehensive and fairly flexible. <br /> <br />Sheriff Rudnick asked for the signature of the Chairman on the policy <br />manual today because the State Jail Inspector will be at the Cass <br />County Jail next week, and it is part of their policy to have the <br />manual approved and signed when they arrive. MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to adopt the <br /> Correctional Center Policy Manual as presented, and allow <br /> for corrections in spelling, punctuation and gender as <br /> long as the context of the material is not changed. On <br /> roll call vote, motion carried unanimously. <br /> <br />SHERIFF DEPARTMENT, 1993 work plans adopted MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to adopt the <br /> Sheriff's Department 1993 work plans. On roll call vote, <br /> motion carried unanimously. <br /> <br />ROAD DEPARTMENT, Project funding policy to be drafted <br />Mr. Ness said the City of Fargo is requesting that Cass County <br />Government participate in the cost of paving 19th Avenue North between <br />45th Street and Interstate 29. Fargo City Commissioner Bruce Furness <br />was present, along with City of Fargo representatives Pat Zavoral and <br />Mark Bittner. <br /> <br />County Engineer Keith Berndt was also present and referred to a memo <br />dated February 5, 1993, in which he outlined the proposed project for <br />the County Commission giving the following reasons for supporting the <br />request for participation: <br /> <br />1) <br />2) <br /> <br />3) <br /> <br />Part of 19th Avenue is outside of the City limits. <br />Surfacing of 19th Avenue is a project that provides <br />significant benefits to the area as a whole. <br />It would demonstrate a good-faith effort by the County to <br />work in a spirit of cooperation. He said this effort could <br />enhance chances of developing a mutually beneficial long- <br />term policy on inter-governmental roadway issues. <br /> <br />Mr. Eckert asked if the affected township has been included in <br />conversations, and Mr. Zavoral said they have not at this point. He <br />said the City of Fargo has been working with the North Dakota <br />Department of Transportation (NDDOT) but just recently learned that <br />NDDOT has declined to participate in the project. Mr. Zavoral doesn't <br />think the state department is anticipating the level of traffic that <br />the City of Fargo is predicting. Mr. Furness still hopes NDDOT will <br />reconsider. <br /> <br /> <br />
