Minutes--January 19, 1993 986 <br /> <br />18. <br /> <br />19. <br /> <br />SHERIFF STAFF, Travel request for paid leave denied <br />Budd Warren from the Sheriff's Department was present regarding his <br />letter of January 8, 1993, requesting authorization for paid leave to <br />travel to Austria from March 5-23, 1993, to participate in the 1993 <br />Final Leg Law Enforcement Torch Run For Special Olympics. <br /> <br />As one of 21 individuals selected from the united States, Canada and <br />Caribbean regions, Mr. Warren said the majority of the other <br />participants are allowed to make this trip on their agency time and <br />some are being paid from their agency for one-half of the days they <br />will be gone. He said all travel expenses are paid by Special <br />Olympics International. <br /> <br />Commissioners expressed concern about setting precedence and about <br />public opinion if Mr. Warren's time is paid by Cass County Government <br />to make this trip. Mr. Warren said he would consider amending his <br />request to use personal vacation days for half of the time and receive <br />pay for the other half. MOTION, passed <br /> Mr. Ness moved and Mr. Risher seconded to deny the request <br /> of Budd Warren for paid leave to participate in the 1993 <br /> Final Leg Law Enforcement Torch Run in Austria. <br /> Discussion: Commissioners were in agreement that this <br /> motion doesn't prevent Mr. Warren from participating in <br /> this event but they are concerned about setting a <br /> precedent. Mr. Wieland asked about county policy on <br /> travel, and he suggested adopting policy regarding <br /> paid/unpaid leave of absence for county employees. Mr. <br /> Risher suggested "banking" extra hours before he goes, and <br /> Mr. Warren said he does intend to work extra hours in <br /> preparation for the trip. He said he makes up time now for <br /> the time he spends on Special Olympics but that time isn't <br /> logged. Mr. Wieland suggested that Mr. Warren consider <br /> seeking individual sponsorships in lieu of county salary. <br /> Mr. Eckert thinks it is important to the county and the <br /> organization, and that the request should be approved. At <br /> the call for the question and on roll call vote, the motion <br /> carried with Mr. Wieland, Mr. Ness, Mr. Risher and Mrs. <br /> Toussaint voting "Aye," Mr. Eckert opposing. <br /> <br />WEED CONTROL, Report on 1993 work plans/meeting schedules <br />Wayne Colberg, Weed Control Officer, presented his 1993 work plan and <br />schedule of meetings. He said he will provide copies of the minutes <br />of Weed Control Board meetings in the future, and he will notify the <br />media of the meeting dates in accordance with the open meeting law. <br />Mr. Colberg suggested that the County Commission appoint one <br />commissioner as a portfolio commissioner since Mr. Eckert serves on <br />the Weed Control Board as an individual and doesn't represent the <br />county commission. <br /> <br />Mrs. Toussaint asked Mr. Colberg if he charges other entities where <br />weed spraying is done and if he sprays on private land. Mr. Colberg <br />said he contracts with the North Dakota Department of Transportation <br />for weed spraying on State highway right of way. He said he doesn't <br />spray on private land unless the property owner is determined to be <br /> <br /> <br />
