Comm. Minutes--December 21, 1992 972 <br /> <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Risher seconded to establish <br />a legislative committee consisting of Mark Boening, Kathy <br />Hogan, Michael Montplaisir, Bonnie Johnson, Kathy <br />Ziegelmann, Bernie Ness and Pepper Toussaint to consider <br />Cass County's pro-active approach for the next legislative <br />session. On roll call vote, motion carried unanimously. <br /> <br />21. <br /> <br />DEPARTMENT WORK PLANS, Final review for 1992 <br />Commissioners received work plan reviews from various <br />departments. <br /> <br />portfolio <br /> <br />Mr. Shannon asked about the procedure for 1993 work plans in all <br />departments, and Bonnie Johnson said forms were sent to all <br />departments at the time the 1993 budget was adopted with a suggestion <br />that 1993 work plans be prepared after January, 1993, when portfolios <br />have been assigned. <br /> <br />22. <br /> <br />BUILDINGS AND GROUNDS DEPARTMENT, Temporary supervisor assigned <br />Mr. Eckert suggested appointing County Coordinator Bonnie Johnson as <br />temporary supervisor of the buildings and grounds department, since <br />the current supervisor is resigning December 31, 1992. Mrs. Johnson <br />prepared a document concerning the general purpose of the position, <br />supervisory goals, duties and responsibilities, skills and abilities <br />after Mr. Eckert approached her on this matter. MOTION, passed <br /> Mr. Eckert moved and Mr. Risher seconded to appoint County <br /> Coordinator Bonnie Johnson to the position of building and <br /> grounds supervisor on a temporary basis. <br /> Discussion: Mrs. Johnson said she may need a half-time <br /> office assistant in order for her to accept the additional <br /> responsibilities because of current supervision of the <br /> personnel department and work with the county commission. <br /> She said 10% of the half-time position could be used to <br /> help the personnel office. She suggested maintaining the <br /> status quo on hiring and have the two employees in the <br /> Auditor's Office continue with the duties they have been <br /> performing concerning the maintenance department, and that <br /> the Auditor perform the duties in the absence of the county <br /> coordinator. Mr. Shannon asked that the minutes reflect <br /> that the above motion incorporates the document prepared by <br /> Bonnie Johnson and that a review be scheduled at the first <br /> regular meeting in June, 1993. Mr. Eckert said he wants to <br /> have more frequent reviews, and the first review will be by <br /> the second meeting in March. On roll call vote, motion <br /> carried unanimously. <br /> <br />23. <br /> <br />COMMISSION CHAIR AND VICE CHAIR, Selection for 1993 MOTION, passed <br /> Mr. Shannon moved and Mr. Eckert seconded to forward to the <br /> January 4th, 1993, consent agenda for the commission to <br /> ratify the names of Commissioner Sharon Toussaint as Chair <br /> of the Cass County Board of Commissioners for 1993 and the <br /> name of Commissioner Steve Risher as Vice Chair for 1993. <br /> Mr. Wieland said commissioner-elect Bernie Ness concurs <br /> with this action. Motion carried unanimously. <br /> <br /> <br />
