Minutes--December 21, 1992 972 MOTION, passed Mrs. Toussaint moved and Mr. Risher seconded to establish a legislative committee consisting of Mark Boening, Kathy Hogan, Michael Montplaisir, Bonnie Johnson, Kathy Ziegelmann, Bernie Ness and Pepper Toussaint to consider Cass County's pro-active approach for the next legislative session. On roll call vote, motion carried unanimously. 21. DEPARTMENT WORK PLANS, Final review for 1992 Commissioners received work plan reviews from various departments. portfolio Mr. Shannon asked about the procedure for 1993 work plans in all departments, and Bonnie Johnson said forms were sent to all departments at the time the 1993 budget was adopted with a suggestion that 1993 work plans be prepared after January, 1993, when portfolios have been assigned. 22. BUILDINGS AND GROUNDS DEPARTMENT, Temporary supervisor assigned Mr. Eckert suggested appointing County Coordinator Bonnie Johnson as temporary supervisor of the buildings and grounds department, since the current supervisor is resigning December 31, 1992. Mrs. Johnson prepared a document concerning the general purpose of the position, supervisory goals, duties and responsibilities, skills and abilities after Mr. Eckert approached her on this matter. MOTION, passed Mr. Eckert moved and Mr. Risher seconded to appoint County Coordinator Bonnie Johnson to the position of building and grounds supervisor on a temporary basis. Discussion: Mrs. Johnson said she may need a half-time office assistant in order for her to accept the additional responsibilities because of current supervision of the personnel department and work with the county commission. She said 10% of the half-time position could be used to help the personnel office. She suggested maintaining the status quo on hiring and have the two employees in the Auditor's Office continue with the duties they have been performing concerning the maintenance department, and that the Auditor perform the duties in the absence of the county coordinator. Mr. Shannon asked that the minutes reflect that the above motion incorporates the document prepared by Bonnie Johnson and that a review be scheduled at the first regular meeting in June, 1993. Mr. Eckert said he wants to have more frequent reviews, and the first review will be by the second meeting in March. On roll call vote, motion carried unanimously. 23. COMMISSION CHAIR AND VICE CHAIR, Selection for 1993 MOTION, passed Mr. Shannon moved and Mr. Eckert seconded to forward to the January 4th, 1993, consent agenda for the commission to ratify the names of Commissioner Sharon Toussaint as Chair of the Cass County Board of Commissioners for 1993 and the name of Commissioner Steve Risher as Vice Chair for 1993. Mr. Wieland said commissioner-elect Bernie Ness concurs with this action. Motion carried unanimously.
