24.

25.

Comm. Minutes--December 21, 1992 973

COMMITTEE REPORTS
Bonnie Johnson reported that at least two members of the Joint
Dispatch Committee have conflicts and cannot attend the meeting set
for December 22nd. Mr. Wieland suggested rescheduling the meeting for
7:30 AM on January 5th, if possible.

Mr. Risher said the Lake Agassiz Solid Waste Management Plan was
finalized last Wednesday, and he provided information for the
secretary to file.

Mr. Eckert said he isn't satisfied with work on courthouse drainage
on the north and south ends, and he doesn't feel the job is completed.
Commissioners were in agreement not to pay the bill until the job is
done satisfactorily.

State's Attorney John Golf said some issues arose concerning the
campsite and the transfer of land last spring to the Red River Valley
Fair Association, and he was waiting for direction from the commission
on recording the deeds. He said the necessary agreements have been
signed, and he recommended recording the deeds before the make-up of
the county commission changes at the end of the year. Mr. Wieland
said the only issue is the campsite, and there was consensus among the
commission to record the deeds.

Mr. Shannon gave the courthouse access card, a key to the commission
room, and a parking sticker to the commission chairman since this was
his last meeting as a Cass County Commissioner.

Mr. Wieland attended a retirement dinner for outgoing State Highway
Commissioner, Richard Backes, and he said Marshall Moore, who is a
native of Cass County, was appointed to replace to Mr. Backes.

CORRESPONDENCE, Received and filed MOTION, passed
Mr. Shannon moved and Mr. Risher seconded to receive and
file correspondence outlined by the secretary as follows:
Motion carried.

letter from State Highway Department on transportation
enhancement funds (referred to County Engineer);

notice of public hearing on FY93 Program Distribution Statement
on Community Development Block Grant funds;

- Officer's reports for November, 1992;

copy of letter to County Planning Commission Chair from Jerome
Nipstad, Chairman of Pleasant Township, concerning budget cut on
planning;

two items in the Suggestion box concerning dental health
insurance (referred to Benefits Review Committee).
