Minutes--December 21, 1992 970 <br /> <br />Mr. Wieland referred to a letter from Brian Shorten, Executive <br />Director of the Fargo-Moorhead Metropolitan Council of Governments <br />(COG) informing the County Commission that COG disapproved Cass County <br />Government's request for planning services because they don't provide <br />operational assistance. <br /> <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Shannon seconded to assign the <br />County Planning function and County Planner to the County <br />Engineer: <br /> <br />- That the working status of the planner will not exceed 1/2 time <br /> <br />- That the authority for the planning budget be transferred to the <br /> County Engineer <br /> <br />That the County Engineer will house the planner and related <br />functions at the county road shop on or before the last working <br />day of December, 1992 <br /> <br />That the County Engineer will consult with the County Planning <br />Commission and make recommendations to the Cass County <br />Commission by the second regular meeting in January, 1993, which <br />will outline the time-line for recommendations for the Cass <br />County Commission approval for the development of a mission <br />statement, fee structure, and organization structure for county <br />planning in light of current state laws and the priority rights <br />of townships under state law. <br /> <br />AMENDED MOTION, failed <br />Mr. Eckert moved and Mr. Risher seconded to add the <br />following language to the last sentence of the third <br />stipulation above, "or until the county planning commission <br />has reviewed the plan and has an opportunity to respond to <br />the county commission no later than the second meeting in <br />January. Discussion on the amended motion: Mr. Shannon <br />thinks the amended motion, if passed, will delay the <br />situation and leaves the status of the planner and the <br />department in question. Mrs. Toussaint said the planning <br />commission will be consulted under the original motion. At <br />the call for the question, the amended motion failed with <br />only Mr. Eckert voting "Aye." At the call for the question <br />on the main motion, the motion carried with four members <br />voting "Aye" and Mr. Eckert opposing. <br /> <br />15. <br /> <br />SUBDIVISION REGULATIONS/FEE SCHEDULE, Amendments delayed <br />In light of the above motion, Mr. Wieland said proposed amendments to <br />the Cass County Subdivision Regulations and proposed change in the <br />subdivision fee schedule will be delayed. <br /> <br />16. <br /> <br />PLAT OF BORDERUD'S 2ND SUBDIVISION APPROVED, Public hearinR held <br />Chairman Wieland opened the public hearing at this time on the final <br />plat of Borderud's 2nd Subdivision located in Sections 29 and 30, <br />Barnes Township and vacating section line road. No one asked to <br />address the Commission on this issue. The Chairman closed the public <br />hearing and proceeded with recommendations of the county planning <br />department. <br /> <br /> <br />
