On roll call vote, motion carried unanimously. MOTION, passed Mr. Shannon moved and Mr. Risher seconded to transfer $146,000 from the budgeted Transfers Out line item to the newly created Building Fund to accumulate funds for future building additions or renovations. On roll call vote, motion carried unanimously. MOTION, passed Mr. Shannon moved and Mr. Risher seconded to close the County Share of Specials Fund and transfer the residual balance to the General Fund, approximately $10,000. On roll call vote, motion carried unanimously. 12. 13. CONTRACT APPROVAL, Disposition of fees on municipal transfer cases for the cities of Fargo, West Fargo and Casselton; Houston Engineers; Southeastern North Dakota Community Action Agency for Head Start Program; Fargo Community Health for Social Service pro~rams MOTION, passed Mr. Shannon moved and Mr. Risher seconded to approve contracts with the above named, as reviewed by the State's Attorney and signed by respective department heads and portfolio commissioners; and authorize chairman to sign. On roll call vote, motion carried unanimously. LOST INSTRUMENT BONDS, Received and filed, duplicate checks issued MOTION, passed Mr. Shannon moved and Mr. Risher seconded to receive and file Bonds for Lost Instrument from the following, and authorize county auditor to issue duplicate checks: City of Horace, City of Oxbow, City of Page, Harmony Township, City of Oxbow, Max Air Sales and Service, and Horace Park. On roll call vote, motion carried unanimously. 14. PLANNING DEPARTMENT, Planning priorities/Metro COG response Linda Gaughan, Cass County Planning Commission Chair, appeared on behalf of the County Planning Commission and outlined a list of planning priorities, which she submitted by memo to Chairman Alon Wieland dated December 9, 1992. She said the County Planning Commission is still uncomfortable with the planning department budget cut made by the County Commission and they want to ensure that good planning takes place to the benefit of the county. Mr. Wieland said it wasn't the intent of the County Commission to abolish the planning department. The 1993 planning budget includes a half-time planner position rather than full-time.
