Minutes--December 7, 1992 965 MOTION, passed Mr. Shannon moved and Mrs. Toussaint seconded to adopt the county review of the North Dakota Insurance Reserve Fund Liability Hazard Survey and to begin implementation of such report immediately. The portfolio commissioner for buildings and grounds, weed control, Brewer Lake and road department shall contact each department head immediately to begin implementation of the plan. A memo shall be sent to the sheriff about the radio tower signage, and the three items dealing with fleet safety shall be referred to the Personnel Overview Committee. On roll call vote, motion carried unanimously. PARKING LOT REQUESTS, Denied for various reasons Mr. and Mrs. Craig Richie, owners of property adjacent to the county parking lot east of the Courthouse, appeared before the board to explain options for use of county parking spaces, which he proposed in a letter to the Cass County Commission dated November 25, 1992. Mr. Montplaisir said he receives numerous requests to use the county parking lot from nearby apartment dwellers. MOTION, passed Mr. Shannon moved and Mrs. Toussaint seconded to deny the request for parking for security reasons and because it would open the door for providing space for others. On roll call vote, motion carried unanimously. CONTRACT APPROVAL, Bridge replacement alternate bid accepted MOTION, passed Upon the request of County Road Engineer Keith Berndt, Mrs. Toussaint moved and Mr. Eckert seconded to authorize the Chairman to sign resolution requesting North Dakota Department of Transportation to accept the bid from Industrial Builders on contract for replacement of a bridge span on County Road #34, Project BRC 0914 (51), over the Red River. This motion and resolution supersedes the motion/resolution of November 16, 1992. The previous resolution was to accept the bid without painting the existing structure. On roll call vote, motion carried unanimously. VOUCHERS, Approved MOTION, passed Mr. Shannon moved and Mrs. Toussaint seconded to approve Vouchers No. 42,960 through No. 43,905 subject to final review by Commissioner Wieland. On roll call vote, motion carried unanimously. COMMITTEE REPORTS, Weed/vector control, election concerns, .joint dispatch Mrs. Toussaint said the Commission didn't designate a time for scheduling a report from the State's Attorney on weed and vector control. Mr. Golf was agreeable to scheduling this for the December 21st meeting.
