CONTRACT APPROVAL, Blue Cross-Blue Shield, Honeywell, Ulteig Engineers, Houston Engineers, Public Defenders, Public Administrator MOTION, passed Mrs. Toussaint moved and Mr. Eckert seconded to approve contracts with the above named, as reviewed by the State's Attorney and signed by respective department heads and portfolio commissioners, and authorize chairman to sign. On roll call vote, motion carried unanimously. 18. SALE OF TAX-FORFEITED PROPERTY, County deeds signed MOTION, passed Mrs. Toussaint moved and Mr. Eckert seconded to authorize chairman and auditor to sign county deeds for tax-forfeited property sold at annual tax sale on November 17, 1992. On roll call vote, motion carried unanimously. 19. FARGO-CASS COUNTY ECONOMIC DEVELOPMENT CORPORATION (FCCEDC), Contract approval, appointments to no risk loan fund MOTION, passed Mr. Shannon moved and Mr. Eckert seconded to approve the agreement drafted by State's Attorney John Golf between Cass County Government and Fargo-Cass County Economic Development Corporation (FCCEDC), and present it to FCCEDC for subsequent approval and proper signature after the Commission Chairman signs said agreement. On roll call vote, motion carried unanimously. Two names were submitted for appointment to the no risk loan fund. Mr. Wieland said both meet the criteria outlined by FCCEDC, and he asked for consideration of any other names. None were presented. MOTION, passed Mr. Eckert moved and Mrs. Toussaint seconded to appoint Dennis N. Hammerstrom for a two-year term and Mary M. Johnson for a one-year term on the FCCEDC no risk loan fund. On roll call vote, motion carried unanimously. 20. 21. JAIL POLICIES, Sheriff's update Sheriff Donald Rudnick said his department is in the process of updating jail policies, and they are about half done. Walt Willis, Chief Correctional Officer, estimated completion of updating policies by mid-January. Mrs. Toussaint asked the Sheriff to report back at the first meeting in February. Mr. Wieland asked the Sheriff to provide the policies in writing to Commissioners. LIABILITY HAZARD SURVEY, Conducted by ND Insurance Reserve Fund On October 14, 1992, representatives of the North Dakota Insurance Reserve Fund visited Cass County Government for the purpose of surveying county property and making recommendations for improvements to avoid liability exposure and eliminate hazards which may cause death or injury while on county property. Bonnie Johnson reviewed the report, provided copies to Commissioners, and submitted recommendations for improvements, which included estimating costs and suggested completion dates. She said the majority of hazards were identified as maintenance problems.
