Minutes--December 7, 1992 964 <br /> <br />17. <br /> <br />CONTRACT APPROVAL, Blue Cross-Blue Shield, Honeywell, Ulteig <br />Engineers, Houston Engineers, Public Defenders, Public Administrator <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded to approve <br /> contracts with the above named, as reviewed by the State's <br /> Attorney and signed by respective department heads and <br /> portfolio commissioners, and authorize chairman to sign. <br /> On roll call vote, motion carried unanimously. <br /> <br />18. <br /> <br />SALE OF TAX-FORFEITED PROPERTY, County deeds signed <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded to authorize <br /> chairman and auditor to sign county deeds for tax-forfeited <br /> property sold at annual tax sale on November 17, 1992. On <br /> roll call vote, motion carried unanimously. <br /> <br />19. <br /> <br />FARGO-CASS COUNTY ECONOMIC DEVELOPMENT CORPORATION (FCCEDC), Contract <br />approval, appointments to no risk loan fund MOTION, passed <br /> Mr. Shannon moved and Mr. Eckert seconded to approve the <br /> agreement drafted by State's Attorney John Golf between <br /> Cass County Government and Fargo-Cass County Economic <br /> Development Corporation (FCCEDC), and present it to FCCEDC <br /> for subsequent approval and proper signature after the <br /> Commission Chairman signs said agreement. On roll call <br /> vote, motion carried unanimously. <br /> <br />Two names were submitted for appointment to the no risk loan fund. <br />Mr. Wieland said both meet the criteria outlined by FCCEDC, and he <br />asked for consideration of any other names. None were presented. <br /> MOTION, passed <br /> Mr. Eckert moved and Mrs. Toussaint seconded to appoint <br /> Dennis N. Hammerstrom for a two-year term and Mary M. <br /> Johnson for a one-year term on the FCCEDC no risk loan <br /> fund. On roll call vote, motion carried unanimously. <br /> <br />20. <br /> <br />21. <br /> <br />JAIL POLICIES, Sheriff's update <br />Sheriff Donald Rudnick said his department is in the process of <br />updating jail policies, and they are about half done. Walt Willis, <br />Chief Correctional Officer, estimated completion of updating policies <br />by mid-January. Mrs. Toussaint asked the Sheriff to report back at <br />the first meeting in February. Mr. Wieland asked the Sheriff to <br />provide the policies in writing to Commissioners. <br /> <br />LIABILITY HAZARD SURVEY, Conducted by ND Insurance Reserve Fund <br />On October 14, 1992, representatives of the North Dakota Insurance <br />Reserve Fund visited Cass County Government for the purpose of <br />surveying county property and making recommendations for improvements <br />to avoid liability exposure and eliminate hazards which may cause <br />death or injury while on county property. <br /> <br />Bonnie Johnson reviewed the report, provided copies to Commissioners, <br />and submitted recommendations for improvements, which included <br />estimating costs and suggested completion dates. She said the <br />majority of hazards were identified as maintenance problems. <br /> <br /> <br />
