Comm. Minutes--November 2, 1992 949 MOTION, passed Srs. Toussaint moved and Sr. Shannon seconded to authorize the Chairman to sign Intergovernmental Agreement (Phase I) and Addendum to Intergovernmental Agreement (Phase I); and forward the Addendum to the City of Fargo and to the City of West Fargo for approval and signatures. Discussion: Mr. Shannon thinks a joint meeting should be scheduled again with the full commissions of the City of Fargo, City of West Fargo and Cass County Government to discuss joint dispatch, and Mr. Wieland said the Joint Dispatch Council should make that decision. The addendum does need to be addressed by each of the respective commissions, and Mr. Wieland said everyone at the last Joint Dispatch Committee meeting agreed with the theory of the addendum. Mr. Golf also said all of the Joint Dispatch Committee members agreed with the terms of the addendum. At the call for the question and on roll call vote, the motion carried unanimously. 23. JOINT DISPATCH COUNCIL, Appointment of County representatives MOTION, passed Mrs. Toussaint moved and Mr. Eckert seconded to appoint Commissioners Wieland and Risher as Joint Dispatch Council members representing the Cass County Commission. Motion carried on roll call vote with three members voting "Aye," Mr. Risher and Mr. Shannon opposing. 24. ELEVATOR MAINTENANCE, R & O Elevator Company assigned contract to another company Mr. Eckert reported that R & O Elevator Company is no longer serving Cass County Government's account for elevator maintenance, effective October 31, 1992; and he suggested advertising for bids for another company to serve this account. Mr. Montplaisir said R & O Elevator assigned the county's contract to another company. MOTION, passed Mr. Risher moved and Mrs. Toussaint seconded that the State's Attorney review the contract for elevator maintenance and to proceed with advertising for bids if Cass County Government is not bound by contract to take an assigned company. Mr. Wieland said the State's Attorney should proceed with a notice of termination of the assigned company, if termination is required in the contract. On roll call vote, motion carried unanimously. 25. VOUCHERS, Approved Mr. Eckert reviewed bills this month and said he checked about five items in the Auditor's Office. MOTION, passed Mr. Eckert moved and Mr. Risher seconded to approve Vouchers No. 42,0§8 through No. 42,9§9. On roll call vote, motion carried unanimously. 26. COURTHOUSE GENERATOR, Fuel oil line replacement Mr. Eckert said the Maintenance Department had one bid of $2,500 to replace a fuel oil line to the generator, but they now have a second bid in the amount of $1,600.
