Minutes--November 2, 1992 948 <br /> <br />t) <br /> <br />A budget proposal of $37,355 for modifications in the <br />Courthouse and Juvenile Justice Center. <br /> <br />The Sheriff's policies and procedures dealing with: <br /> (a) notification of public officials of direct <br /> implied threats <br /> (b) inmate transportation to court <br /> (c) courtroom security <br /> (d) operation and staffing of the metal detector <br /> <br />or <br /> <br />3) A County Court security memo addendum <br /> <br />4/ A District Court security memo addendum <br /> <br />Re-programming of the north elevator to eliminate direct <br />access to the courts; elevator keys shall only be given to <br />the Sheriff and to the County Auditor (for maintenance <br />purposes only) <br /> <br /> Work on the security plan, as outlined in the architects <br />proposal, shall begin immediately in the County Court, Social <br />Services, Child Support, State's Attorney and Clerk of District Court <br />with such efforts to be coordinated by Bonnie Johnson, Glenn <br />Ellingsberg, emergency director, Mike Steiner, data processing and <br />telephone systems director, and T.L. Stroh Architects. <br /> <br /> Upon receipt of a courtroom security funding plan from the State <br />Supreme Court, work can then begin in the District Court and Juvenile <br />Court. <br /> <br /> A progress report from all affected areas will be due at the next. <br />Courthouse Security Committee meeting set for December 7th, 1992, at <br />8:00 AM. <br /> <br />On roll call vote, motion carried unanimously. <br /> <br />JOINT DISPATCH, Phase I agreement and addendum <br />Mrs. Toussaint said there was some concern at the last Joint Dispatch <br />Committee meeting about paragraph 9 (funding) in the Intergovernmental <br />Agreement (Phase I), so she asked State's Attorney John Golf to <br />prepare an addendum. Mr. Golf said the addendum provides that any <br />anticipated expenditures, other than minor costs, shall be brought <br />back to the full Board of Cass County Commissioners and if three or <br />more members oppose an expenditure, it is defeated. Cass County's two <br />council members could still authorize minor expenditures without full <br />County Commission approval, Mr. Golf said. Mr. Wieland said that was <br />the intent of the discussion with the three entities at the last Joint <br />Dispatch Committee meeting. <br /> <br />Mr. Wieland suggested the above addendum be transmitted back to the <br />cities of Fargo and West Fargo for approval. Bonnie Johnson asked if <br />the addendum should be sent to the mayors of the two cities, to their <br />attorneys, or to the respective council members for them to present <br />to their jurisdictions. Mr. Wieland thinks the addendum should be <br />sent to the mayors asking that it be placed on the agenda of their <br />next meeting, with copies being sent to respective council members. <br /> <br /> <br />
