Comm. Minutes--October 5, 1992 934 <br /> <br />12. <br /> <br />SOCIAL SERVICE BOARD ACTION RATIFIED, Temporary position in child care <br /> MOTION, passed <br /> Mrs. Toussaint moved and MR. Eckert seconded to ratify <br /> Social Services Board action of September 8, 1992, to <br /> approve hiring a second Child Care Assistant Worker <br /> Technician on a temporary basis--to be reviewed in six <br /> months. On roll call vote, motion carried unanimously. <br /> <br />13. <br /> <br />LEGISLATIVE QUESTIONNAIRE, Public meeting set for October 23rd <br />Mr. Shannon suggested that the Chairman of the Cass County Commission <br />host a meeting with the Mayor of the City of Fargo and the Fargo <br />Superintendent of Schools for all Cass County legislators and their <br />legislative challengers to discuss a questionnaire to be prepared by <br />the three entities regarding the interests of local governments and <br />schools. He suggested preparing the questionnaire jointly but if the <br />other two entities do not wish to participate, Cass County Government <br />will proceed on their own. <br /> <br />Mr. Shannon proposed a sum not to exceed $2,000 from the 1992 <br />Commission budget for legislative activities to pay for a full-page <br />advertisement of the responses to the questionnaire in the local <br />newspaper and to pay for a lunch for invited guests and presenters at <br />the public meeting, suggested date of the meeting being October 23rd. <br /> <br />Mr. Wieland said the County Commission hosted a similar event about <br />two years ago, and it provided an opportunity for input from those who <br />had not been exposed to city or county government. MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded that a public <br /> meeting be scheduled for October 23, 1992, from 11:00 AM to <br /> 1:00 PM in the basement meeting room of the Juvenile <br /> Justice Center to engage in a legislative educational <br /> session, with or without the Fargo School District and the <br /> City of Fargo; and authorize a sum up to $2,000 for costs, <br /> as outlined in Mr. Shannon's "Legislative Meeting & <br /> Questionnaire" proposal dated October 5, 1992. <br /> Discussion: Mr. Risher said the Fargo Chamber of Commerce <br /> may be arranging a meeting with legislators also, and Mr. <br /> Wieland asked him to find out more about that. At the call <br /> for the question and on roll call vote, motion carried <br /> unanimously. <br /> <br />14. <br /> <br />SOCIAL SERVICES EMPLOYEE TERMINATION, Appeal to County Commission by <br />Joseph Yenkosky <br />Joseph Yenkosky appeared before the Board to request that the Cass <br />County Commission or their designee investigate the facts regarding <br />his termination as an employee of Cass County Social Services, <br />according to Cass County Personnel Policy Manual, Section 4.50, Step <br />IV. He provided a letter to all Commissioners dated October 5, 1992, <br />and he said he thinks any further discussion might be premature today. <br /> <br />Kathy Hogan, Social Services Director, read a prepared statement dated <br />October 5, 1992, and she presented a copy to each Commissioner. She <br />said there has been a long history of performance concerns with Mr. <br />Yenkosky, and she asked the Board of County Commissioners to uphold <br />her decision to terminate him.
