Minutes--October 5, 1992 935 <br /> <br />an additional appeal through the North Dakota Central Personnel <br />Division if the Commission votes to uphold her decision. <br /> <br />Mr. Wieland said one option is to order an investigation, and he <br />understands that the Commission would then need to respond on or about <br />October 27, 1992. The other options would be to uphold or to over- <br />ride the decision of the department. <br /> <br />As portfolio commissioner, Mrs. Toussaint said she received a letter <br />from Mr. Yenkosky in September and she responded to his requests. <br />Commissioners received a letter dated September 28, 1992, declining <br />Mrs. Toussaint's offer. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Shannon seconded to uphold the <br /> portfolio commissioner's recommendation and the Social <br /> Service Director's decision to terminate Joseph Yenkosky. <br /> Motion carried on roll call vote with three members voting <br /> "Aye," Mr. Wieland and Mr. Risher opposing. <br /> <br />15. <br /> <br />JOINT DISPATCH, Intergovernmental Agreement/Phase I <br />Mr. Wieland said the Joint Dispatch Committee is continuing to pursue <br />a joint agreement between Cass County Government and the cities of <br />Fargo and West Fargo. Copies were provided of an Intergovernmental <br />Agreement, Phase I. Mr. Wieland said the next meeting will be held <br />October 13, 1992, at the Juvenile Justice Center, and attorneys <br />representing all three entities have been invited to attend. <br /> <br />Mr. Shannon suggested expanding the next meeting to include all <br />members of the Cass County Commission, the Fargo and West Fargo City <br />Commissions. Mr. Wieland said the Joint Dispatch Committee can decide <br />when to include the full commissions, and he will bring it up at the <br />next meeting. <br /> <br />16. <br /> <br />TAX-FORFEITED PROPERTY, Appraisal/hearing date set/annual sale <br />County Auditor Michael Montplaisir provided a letter and a list of <br />tax-forfeited property with the total amount of taxes, special <br />assessments, penalties, interest and costs (with the exception of <br />about 11 properties that were acquired in previous years). He <br />suggested putting a value of $1.00 on each of the lots that remain <br />unsold from previous years in order to get them back on the tax rolls. <br />He said Cass County Government also owns some lots in Forest River <br />Subdivision, but he thinks those lots should be retained at this time. <br /> <br />Mr. Montplaisir said the current owners of these properties on the tax <br />sale list have until the time of the sale to redeem their property by <br />paying an amount sufficient to cover all taxes, special assessments, <br />penalties, interest and costs for the delinquent years and for the <br />current year. The time of the sale is 10:00 AM on November 17, 1992. <br /> MOTION, passed <br /> Mr. Shannon moved and Mr. Eckert seconded to set the value <br /> of the tax-forfeited properties as outlined in the list <br /> provided by the County Auditor's Office; and to set the <br /> hearing date on the value of property as 3:30 PM on <br /> November 2, 1992. On roll call vote, motion carried <br /> unanimously. <br /> <br /> <br />
