Minutes--September 21, 1992 921 <br /> <br />10. <br /> <br />SHERIFF DEPARTMENT, Out-of-state travel approved MOTION, passed <br /> Mrs. Toussaint moved and Mr. Shannon seconded that out-of- <br /> state travel request for Lyndon Worden from Emergency <br /> Management be approved so that he can attend a 9-1-1 <br /> seminar in Minneapolis on September 29 and 30, 1992; and <br /> that the cost of this seminar be paid out of 9-1-1 funds. <br /> On roll call vote, motion carried unanimously. <br /> <br />11. <br /> <br />GARRISON DIVERSION UPDATE <br />Cass County's representative on the Garrison Diversion Conservancy <br />District (GDCD), Jon Lindgren, appeared at the Commission's request <br />to give an update on the project. He complimented the County <br />Commission, as stewards of county funds, for their interest in the <br />GDCD project and he agreed with Commissioner Shannon's concerns that <br />Cass County may never benefit from the project even though they have <br />paid millions of taxpayer dollars into it. Mr. Shannon said there are <br />26 counties mandated by State law to levy to the GDCD, but Cass County <br />is at the end of the line for any potential hope for use of that <br />water. <br /> <br />Alternatives for water supplies should be considered, according to <br />Mr. Lindgren, and he asked if Cass County Government would entertain <br />support for legislative change to allow counties to withdraw from the <br />GDCD by a vote of the people instead of by a vote of the GDCD, as it <br />currently is in State law. <br /> <br />Mr. Wieland mentioned a proposed one-half cent water tax and said he <br />understands that will eliminate the need for the counties in the GDCD <br />to levy tax dollars to the project. Mr. Lindgren said that has been <br />mentioned verbally, but he said it is not a part of the measure. <br /> <br />Mr. Risher asked where the City of Fargo will get future water <br />supplies, and Mr. Lindgren said they need to look at alternatives with <br />other entities, such as the City of West Fargo and rural water <br />districts. Mr. Risher asked if Mr. Lindgren would serve on a task <br />force to look at alternatives, and he said he would and he hopes some <br />or all of the Cass County Commissioners would also be involved. <br /> <br />Mrs. Toussaint asked about the legislative change mentioned by <br />Mr. Lindgren, and Mr. Shannon suggested trying to get some assurances <br />that all of the counties who are levying to GDCD will receive water <br />from the project and that GDCD will stop giving water rights to <br />counties who do not levy tax dollars to the project. <br /> <br />12. <br /> <br />PLAT OF ARGUSVILLE GREAT PLAINS FIRST SUBDIVISION, Public hearing <br />Chairman Wieland opened the public hearing at this time on the final <br />plat of Argusville Great Plains First Subdivision located in Section <br />32, Wiser Township. No one asked to address the Commission on this <br />issue. The Chairman closed the public hearing and proceeded with <br />recommendations of the County Planning Department. MOTION, passed <br /> Mr. Eckert moved and Mrs. Toussaint seconded to approve the <br /> final plat of Argusville Great Plains First Subdivision; <br /> and to authorize the Chairman to sign the final plat. On <br /> roll call vote, motion carried unanimously. <br /> <br /> <br />
