Minutes--August 17, 1992 904 WHEREAS, the Cass County Board of Commissioners fully supports the goal of FCCEDC to create 6,000 new primary sector jobs in the $10 to $11 dollar an hour range in this community in the next four years; and, WHEREAS, FCCEDC is requesting a significant increase in funding from Cass County Government; and, WHEREAS, the Cass County Commission seeks to clarify expectations and working relationships between itself, FCCEDC and all other incorporated cities within the community. THEREFORE, BE IT RESOLVED that the following course of actions is to occur before the Cass County Commission will make firm commitments to funding FCCEDC for budget year 1993: A) The Cass County Commission will immediately send a letter of formal request to all incorporated cities within the county regarding this proposed increase to 4 mills in which they can demonstrate their support for FCCEDC proposals on or before September 19, 1992. B) If responses from the City of Fargo, City of West Fargo, City of Casselton and a simple majority of remaining cities indicates support of the FCCEDC proposal, then the State's Attorney is authorized to develop a proposed contract for the Cass County Commission which will set forth the following conditions: c) FCCEDC requests for money now and in future years will be considered annually as part of overall county budgeting procedure and will be subject to the financial situation of the county as determined by the Cass County Commission in the context of its core business obligations. D) A performance review of FCCEDC will be based upon the following criteria and outcome measurements: FCCEDC expressly commits any money it collects over the sum of $1.2 million dollars ($1,200,000) to the "no risk" loan pool. Additionally, FCCEDC generated documents including their July 14, 1992 "The Plan", July 2, 1992 two-phase request to the Auditor, April 28, 1992 "The Incentive Loan Program", January 20, 1992 position paper, financial statements and other documents and correspondence submitted by FCCEDC to Cass County Government on their own initiative and other information as was or may be requested by the Auditor. E) FCCEDC is to be directly responsible for and will make all financial decisions regarding use of loan pool(s).
