Minutes--August 17, 1992 904 <br /> <br />WHEREAS, <br /> <br />the Cass County Board of Commissioners fully supports the <br />goal of FCCEDC to create 6,000 new primary sector jobs in <br />the $10 to $11 dollar an hour range in this community in <br />the next four years; and, <br /> <br />WHEREAS, <br /> <br />FCCEDC is requesting a significant increase in funding from <br />Cass County Government; and, <br /> <br />WHEREAS, <br /> <br />the Cass County Commission seeks to clarify expectations <br />and working relationships between itself, FCCEDC and all <br />other incorporated cities within the community. <br /> <br />THEREFORE, BE IT RESOLVED that the following course of actions is to <br />occur before the Cass County Commission will make firm commitments to <br />funding FCCEDC for budget year 1993: <br /> <br />A) <br /> <br />The Cass County Commission will immediately send a letter of <br />formal request to all incorporated cities within the county <br />regarding this proposed increase to 4 mills in which they can <br />demonstrate their support for FCCEDC proposals on or before <br />September 19, 1992. <br /> <br />B) <br /> <br />If responses from the City of Fargo, City of West Fargo, City of <br />Casselton and a simple majority of remaining cities indicates <br />support of the FCCEDC proposal, then the State's Attorney is <br />authorized to develop a proposed contract for the Cass County <br />Commission which will set forth the following conditions: <br /> <br />c) <br /> <br />FCCEDC requests for money now and in future years will be <br />considered annually as part of overall county budgeting <br />procedure and will be subject to the financial situation of the <br />county as determined by the Cass County Commission in the <br />context of its core business obligations. <br /> <br />D) <br /> <br />A performance review of FCCEDC will be based upon the following <br />criteria and outcome measurements: <br /> <br />FCCEDC expressly commits any money it collects over the sum of <br />$1.2 million dollars ($1,200,000) to the "no risk" loan pool. <br /> <br />Additionally, FCCEDC generated documents including their July <br />14, 1992 "The Plan", July 2, 1992 two-phase request to the <br />Auditor, April 28, 1992 "The Incentive Loan Program", January <br />20, 1992 position paper, financial statements and other <br />documents and correspondence submitted by FCCEDC to Cass County <br />Government on their own initiative and other information as was <br />or may be requested by the Auditor. <br /> <br />E) <br /> <br />FCCEDC is to be directly responsible for and will make all <br />financial decisions regarding use of loan pool(s). <br /> <br /> <br />
