Mr. Wieland asked Mr. Grabill to schedule the next COG study meeting on a Tuesday morning, about 7:45, in the Commission Room at the Courthouse; and that county department heads be invited and be given an opportunity to provide input. 20. SUPERINTENDENT OF SCHOOLS, Amendment to plan Because of regulations developed by the Department of Public Instruction since the passage of House Bill 1640 in 1989, which resulted in the reorganization of the office of Superintendent of Schools, Mr. Risher recommended that Cass County amend the Cass County plan to include the following options: To transfer specific duties to other county offices and then eliminate the office of County Superintendent of Schools if deemed appropriate by the Board of County Commissioners. To staff the office, if retained, at less than full-time if deemed appropriate by the Board of County Commissioners. To combine the superintendent offices of two or more counties, regardless of school-age population. MOTION, passed Mr. Risher moved and Mrs. Toussaint seconded to approve the amendments as outlined above and forward to the Department of Public Instruction to be included with Cass County's Plan as submitted earlier this year. Discussion: Mr. Risher said he favors the amendments but thinks the Commission owes some professional courtesy to County Superintendent of Schools Bruce Hoers to discuss this with him. Mr. Wieland said the Commission needs to discuss the amendments with Mr. Hoers before any changes are made but since this is a public body, the discussion needs to be open. He said he received a letter from Mr. Hoers regarding the duties in the superintendent of schools office, and he agrees that Mr. Hoers has been performing the duties as required up to this time. Mrs. Toussaint said there are no immediate plans to implement these amendments but the county may need some flexibility in the future. Mr. Eckert said he also received a copy of Mr. Hoers letter but hasn't read it yet, and he doesn't know what the hurry is. Mr. Shannon said the deadline is actually passed, but it has been extended. On roll call vote, the motion carried with four members voting "Aye" and Mr. Eckert opposing. 21. BENEFITS REVIEW COMMITTEE, New members to be selected The Employee Benefits Review Committee was formed in August, 1989, with the following membership: Don Rudnick (selected by department heads) Georgia Dawson (selected by department heads)
