Comm. Minutes--July 20, 1992 888 <br /> <br />Governments (COG), if this gives COG's study committee some <br />direction, and Mr. Grabill said it will help focus their <br />efforts. Mr. Wieland asked Mr. Grabill to schedule the <br />next COG study meeting on a Tuesday morning, about 7:45, in <br />the Commission Room at the Courthouse; and that county <br />department heads be invited and be given an opportunity to <br />provide input. <br /> <br />20. <br /> <br />SUPERINTENDENT OF SCHOOLS, Amendment to plan <br />Because of regulations developed by the Department of Public <br />Instruction since the passage of House Bill 1640 in 1989, which <br />resulted in the reorganization of the office of Superintendent of <br />Schools, Mr. Risher recommended that Cass County amend the Cass County <br />plan to include the following options: <br /> <br />To transfer specific duties to other county offices and <br />then eliminate the office of County Superintendent of <br />Schools if deemed appropriate by the Board of County <br />Commissioners. <br /> <br />To staff the office, if retained, at less than full-time if <br />deemed appropriate by the Board of County Commissioners. <br /> <br />To combine the superintendent offices of two or more <br />counties, regardless of school-age population. <br /> <br />MOTION, passed <br />Mr. Risher moved and Mrs. Toussaint seconded to approve the <br />amendments as outlined above and forward to the Department <br />of Public Instruction to be included with Cass County's <br />Plan as submitted earlier this year. Discussion: <br />Mr. Risher said he favors the amendments but thinks the <br />Commission owes some professional courtesy to County <br />Superintendent of Schools Bruce Hoers to discuss this with <br />him. Mr. Wieland said the Commission needs to discuss the <br />amendments with Mr. Hoers before any changes are made but <br />since this is a public body, the discussion needs to be <br />open. He said he received a letter from Mr. Hoers <br />regarding the duties in the superintendent of schools <br />office, and he agrees that Mr. Hoers has been performing <br />the duties as required up to this time. Mrs. Toussaint <br />said there are no immediate plans to implement these <br />amendments but the county may need some flexibility in the <br />future. Mr. Eckert said he also received a copy of Mr. <br />Hoers letter but hasn't read it yet, and he doesn't know <br />what the hurry is. Mr. Shannon said the deadline is <br />actually passed, but it has been extended. On roll call <br />vote, the motion carried with four members voting "Aye" and <br />Mr. Eckert opposing. <br /> <br />21. <br /> <br />BENEFITS REVIEW COMMITTEE, New members to be selected <br />The Employee Benefits Review Committee was formed in August, 1989, <br />with the following membership: <br /> <br />Don Rudnick (selected by department heads) <br />Georgia Dawson (selected by department heads) <br /> <br /> <br />
