Comm. Minutes--July 6, 1992 880 <br /> <br />25. <br /> <br />VOUCHERS, Approved <br />Mr. Risher reviewed the list of bills and questioned one for Braun <br />Intertec Pavement. County Engineer Keith Berndt said this bill is for <br />deflection testing, not for software. Mr. Eckert said he wrote a <br />letter to Braun Intertec Pavement telling them a bill from last month <br />for software was being held until about July 15, 1992, at which time <br />he hoped the new County Engineer could study the situation and make <br />a recommendation. <br /> <br />Mr. Risher said bills are included in this list for the sports pad at <br />the Brewer Lake, to be paid from County Park funds. MOTION, passed <br /> Mr. Risher moved and Mrs. Toussaint seconded to approve <br /> Vouchers No. 37997 through No. 39323. On roll call vote, <br /> motion carried unanimously. <br /> <br />26. <br /> <br />NACO CONVENTION, SOFTWARE DEMONSTRATION, RED RIVER VALLEY FAIRGROUNDS <br />AND COUNTY SHOP PROPERTY SPECIAL ASSESSMENTS, COUNTY COMMISSIONERS <br />ASSOCIATION RESOLUTIONS, FUEL TANK REMOVAL, ROAD ENGINEER MILEAGE, <br />Committee reports <br />The National Association of Counties (NACo) Convention will be held <br />in Minneapolis July 8-11, 1992. Commissioners Toussaint, Risher, <br />Eckert, Wieland and County Coordinator Bonnie Johnson are attending. <br /> <br />Mr. Shannon said the last formal presentation for software integration <br />between county court and state's attorney, with a possible interface <br />with the sheriff's department, will be held July 21st, after which <br />time a meeting will be held to discuss all court software packages. <br /> <br />A memo was received from Annette Ingulsrud, Auditor's Office, <br />informing Commissioners of a notice from the Southeast Cass Water <br />Resource Board of revised special assessments for the Sheyenne-Maple <br />Flood Control District No. 1 project. Assessments for the Red River <br />Valley Fairgrounds/Bonanzaville are $296,879.84 and assessments for <br />the Road Department and campground area are $113,404.79. A public <br />hearing on the reassessments for the project will be held July 15, <br />1992, at 7:00 PM at the West Fargo City Commission Chambers. <br />Mr. Shannon suggested forwarding this to Frank Klein, County Tax <br />Director, for comment and recommendation to the Commission. <br /> <br />Mrs. Toussaint requested comments on North Dakota County Commissioners <br />Association proposed resolutions. Mr. Wieland asked her to refer the <br />proposed resolutions to department heads for their comments. <br /> <br />Mr. Eckert received a proposal of $5,588 to remove the underground <br />fuel tank from the Juvenile Justice Center parking lot. He said this <br />cost doesn't include soil testing for possible contamination if the <br />tank leaks and possible disposal of the tank if it cannot be reused <br />for the emergency generator at the Courthouse. Bonnie Johnson said <br />grant funds may be available to remove the fuel tank, and Mr. Wieland <br />suggested investigating that immediately. <br /> <br />Mr. Eckert asked Commissioners if a county-owned vehicle should be <br />provided for the new County Engineer, and he talked to Mr. Berndt <br />about it. There was general agreement that a County-owned vehicle be <br />provided rather than paying personal vehicle miles, however, <br />Mr. Shannon said this is a judgement call on Mr. Berndt's part since <br />Mr. Eckert said the Road Department budgeted for new vehicles in 1992. <br /> <br /> <br />
